Conditional Use Permit Request/Metropolitan Gravel/Public Hearing <br /> <br />Mayor Tralle indicated that Metropolitan Gravel is requesting a <br />conditional use permit to operate a truck terminal in an I-I zone located <br />in the Armon Industrial Park. He indicated that the applicant has <br />recently received the NSP hauling contract for the RDF plant. The site <br />is proposed to be used for the maintenance and storage of tractors and <br />trailers. <br /> <br />Steve Bjork. Zoning Assistant. reviewed his memo to the Mayor and City <br />Council dated February 8. 1989. Planning Commission representative. Rita <br />Johnson. stated that the Planning Commission recommended approval of the <br />conditional use permit. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter. Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CONDITIONAL USE PERMIT <br />REQUEST BY METROPOLITAN GRAVEL TO OPERATE A TRUCK TERMINAL IN THE I-I <br />ZONE WITH THE FOLLOWING CONDITIONS: <br /> <br />e <br /> <br />1. THAT THERE BE NO MAINTENANCE OF VEHICLES OR RDF TRAILERS OUTSIDE OF <br />THE STRUCTURE AND ABSOLUTELY NO WASHING OF THE INTERIOR OF THE RDF <br />TRAILERS ON SITE AND FURTHER THAT COSMETIC WASHING OF THE TRACTORS IS <br />ALLOWED ON SITE. <br /> <br />2. ALL OUTSIDE STORAGE SHALL BE LOCATED WITHIN THE SCREENED AREA <br />INDICATED ON THE SITE PLAN. <br /> <br />3. THAT THE AREA BE ENCLOSED WITH A 6 FOOT HIGH CHAIN LINK FENCE WITH <br />THREE STRAND BARBWIRE ALONG THE TOP AND OPAQUE MATERIAL BE INSTALLED <br />ALONG JARVIS STREET AND THE 156TH AVENUE SIDE. <br /> <br />4. THAT THE OFF STREET PARKING AREA BE SURFACED WITH BITUMINOUS AND THE <br />REMAINING AREA BE SURFACED WITH CRUSHED BITUMINOUS. <br /> <br />5. THAT THE DRAINAGE PLAN BE ACCEPTABLE TO THE CITY ENGINEER. <br /> <br />6. THAT CONCRETE CURB STOPS BE INSTALLED AROUND THE GREEN SPACE USED FOR <br />THE SEPTIC SYSTEM TO PREVENT VEHICLES FROM DRIVING ACROSS THIS AREA. <br /> <br />7 . THAT THE CONSTRUCTION OF 15 6TH AVENUE BE COMPLETED AS PER CITY <br />COUNCIL REQUIREMENT AND THAT TRUCKS ACCESS OFF OF 156TH AVENUE AS <br />SOON AS THI S ROAD I S CONSTRUCTED. <br /> <br />8. THAT THE PLACEMENT OF THE SEPTIC SYSTEM AND WELL BE IN ACCORDANCE TO <br />CITY STANDARD S. <br /> <br />e <br /> <br />9. THAT THE LIGHTING OF THE SITE BE IN ACCORDANCE TO CITY CODE. <br /> <br />10. THAT THE UNDERGROUND STORAGE TANKS BE IN ACCORDANCE TO STATE <br />STANDARDS. <br /> <br />n. THAT THE 01" STRUT PARKING AREA BE MOVED TO THE NORTH SIDE OF THE <br />ENTRANCE OFF OF JARVIS STREET. <br />
