<br />Page 3 <br /> <br />City Council Minutes <br />February 6, 1989 <br /> <br />e <br /> <br />Mayor Tralle indicated that the main concern is whether large property <br />owners are willing to defer green acres if the project is ordered. The <br />property owners present at the meeting did not respond to the green acres <br />question. <br /> <br />It was the consensus of the City Council to have another meeting with the <br />property owners when staff has more information on the effect of <br />properties claiming green acres and how many of the properties can claim <br />green acres and not jeopardize the project. MSA 5-Year Capital Improvement Program <br /> <br />Terry Maurer, City Engineer, presented the Council with a five year <br />construction plan for MSA funding. <br /> <br />e <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE FIVE YEAR CONSTRUCTION PLAN <br />FOR MUNICIPAL STATE AID FUNDING PRESEmED BY TERRY MAURER. COUNCILMEMBER <br />KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.3. Southeast Corner of 169 and 193rd Feasibility Study/Diebel <br /> <br />The City Engineer explained that Mr. Diebel and Mr. Archambault have <br />initiated by petition, a feasibility study for sanitary sewer and water <br />main extensions to property located on the Southeast corner of U.S. <br />Highway 169 and 193rd Avenue. The project would consist of extending <br />sewer and water from either the Deerfield Third Addition or Deerfield <br />Fourth Addition to serve proposed commercial development. <br /> <br />COUNCILMEMBER DOBEL <br />IMPROVEMEmS TO THE <br />AVENUE. COUNCILMEMBER <br />CARRIED 4-0. <br /> <br />MOVED TO ACCEPT THE FEASIBILITY STUDY FOR UTILITY <br />SOUTHEAST CORNER OF U.S. HIGHWAY 169 AND 193RD <br />KROPUENSKE SECONDED THE MOTION. THE MOTION <br /> <br />5.4. Resolution Requesting Highway 169 and Jackson Street/193rd Avenue <br />Signals from Mn/DOT <br /> <br />e <br /> <br />The City Engineer indicated that the City must adopt a resolution and <br />send it to Mn/DOT if the City wants to install the signal at Highway 169 <br />and Jackson Avenue. The Council discussed the need for the signal and <br />timing of requesting the signal. It was the consensus of the City <br />Council that without any commercial development in this area there would <br />be very little need for the signals. It was also noted that the only <br />current source of funds the City may have available for its share of cost <br />for the signals would be MSA funds. No MSA funds are currently available <br />and they may not be available until after 1990. <br />
