He <br />feasibility <br />the property <br /> <br />indicated that all of the major property owners in the <br />of the City have been requestd to attend this Council <br />noted that the intent of this meeting is to review the <br />study for the western area project and to obtain input from <br />owners. <br /> <br />At this time Terry Maurer thoroughly reviewed the feasib1ity study with <br />the Council. He indicated that the Growth Management Plan initiated this <br />plan. Terry Maurer noted that the feasibility study involves the <br />possibility of sanitary sewer. watermain and storm drainage improvements <br />to the western area of the City. He further noted that there were <br />several major factors affecting the possibility of this project <br />occurring. He noted that the significant issues affecting this project <br />are as follows: <br /> <br />1. Should existing developed areas be required to hook up to City <br />services when available? <br /> <br />2. <br /> <br />Most of the major <br />acres" tax status. <br />eliminate this status <br />project. <br /> <br />undeveloped <br />Agreements <br />prior to <br /> <br />parcels currently hold the "green <br />will need to be structured to <br />proceeding with any assessment <br /> <br />e <br /> <br />3. Should the project proceed in a phased manner or as one large <br />proj ect. <br /> <br />Terry Maurer explained that the total cost of improvements for the <br />project would be approximately $11.000 per typical residential lot. He <br />stated that this was an estimated figure and would more than likely be <br />lowered by other factors such as Utilities contributing and also with <br />possible money from TIF. He stated that the cost per lot for City <br />improvements in Royal Oaks was $8.000. <br /> <br />Irv Moldenhauer questioned whether the City is encouraging everyone to <br />develop at one time or whether there will be a possibility of phasing the <br />proj ect. <br /> <br />Bill <br />help <br />this <br /> <br />Gagne questioned whether Elk River Utilities would be willing to <br />out in the cost. The City Engineer indicated he would be presenting <br />information to the Utilities Commission on 2/21/89. <br /> <br />e <br /> <br />Don Heinzman questioned what the existing homes will be required to pay. <br />The City Administrator noted that appraisals will need to be made for <br />existing home site properties to determine how much of an assessment (if <br />any) they can bear for the trunk systems and lateral. extensions. <br />
