<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 8 <br /> <br />Elk River City Council Meeting <br />January 23, 1989 <br /> <br />Jerry Smith indicated that he would be willing to give the City 2.5 acres <br />of land for park purposes. <br /> <br />The Council discussed whether the City should require 2.5 acres with <br />blacktop parking and fencing or just 3.3 acres of land for park purposes. <br /> <br />Darrell Eisenschenk questioned when the City would develop the park and <br />what it would be used for. <br /> <br />COUNCILMKMBER SCHULDT MOVED TO APPROVE THE PRELIMINARY PLAT FOR DEERFIELD <br />FOURTH ADDITION WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE DEVELOPER PROVIDE 3.3 ACRES OF LAND FOR CITY PARK PURPOSES. <br /> <br />2. THAT IT BE DETERMINED AT TIME OF FINAL PLAT WHETHER OR NOT THE <br />DEVELOPER WILL BE ALLOWED TO BURY STUMPS WITHIN THE PARK LAND. <br /> <br />3. THAT R-1C LOT REQUIREMENTS AND SETBACKS BE REQUIRED IN THE PLAT. <br /> <br />4. THAT THE CI'l'Y ENGINEER DESIGN. OR AT LEAST HAVE FINAL APPROVAL OF, <br />THE PLANS AND SPECS FOR SANITARY SEWER. WATER MAIN. STREETS AND STORM <br />DRAINAGE. <br /> <br />5 . THAT CITY STANDARDS FOR THESE ROADS INCLUDE CONCRETE CURB AND GUTTER, <br />URBAN SECTION ROADS. 7-TON DESIGN AND A MINIMUM 32 FT. WIDE FROM FACE <br />OF CURB TO FACE OF CURB AND A MAXIMUM OF 10% SLOPE BE ALLOWED ON <br />DRIVEWAYS WITHIN THE PLAT. <br /> <br />6. THAT THE SITE GRADING AND ROAD GRADING PLANS BE APPROVED BY THE CITY <br />ENGINEER AND THAT THE ROUGH GRADING OF BOTH BE DONE SIMULTANEOUSLY BY <br />THE DEVELOPER. <br /> <br />7. THAT NO BUILDING PERMITS BE ISSUED IN THE PLAT PRIOR TO THE <br />IMPROVEMENTS BEING DONE. INCLUDING CLASS 5 ON THE ROADS BEING <br />ACCEPTED BY THE CITY ENGINEER. <br /> <br />S. THAT IF THE DEVELOPER HAS HI S OWN CONTRACTORS DO THE IMPROVEMENTS IN <br />THE PLAT. A PRECONSTRUCTION MEETING BE REQUIRED WHICH THE DEVELOPER <br />SHALL ARRANGE WITH THE CITY ENGINEER. FURTHER. IT IS THE DEVELOPER'S <br />RESPONSIBILITY TO ENSURE THAT THE CITY ENGINEER IS INFORMED AT THE <br />PROPER TIMES FOR HIS INSPECTIONS OF THE CONSTRUCTION OF THOSE <br />IMPROVEMENTS. LASTLY, THAT AS-BUILT DRAWINGS OF THOSE IMPROVEMENTS <br />BE PROVIDED TO THE CITY. <br /> <br />g. THAT PRESSURE REDUCING VALVES BE REQUIRED ON THE HOUSES WITHIN THE <br />PLAT. <br /> <br />l@, THAT ~TRlIT LIGHTS DE REQUIRED IN THE PLAT IN LOCATIONS AS PER STAFF <br />A~ 'mAT TIUl l}}iJVItOPII\ PAY. 1'01\ PURCHASING THOSE LIGHTS AND THE <br />INSTALLATION OF THEM. <br />
