License Request for a Pawn Shop by Pat Cherney <br /> <br />Mayor Tralle stated that Mr. Pat Cherney has requested a license to <br />operate a pawn shop in the City of Elk River. <br /> <br />COUNCILMlMBER SCHULDT MOVED TO ADOPT RESOLUTION 89-6. A RESOLUTION <br />ESTABLISHING A LICENSE FEE FOR PAWN SHOPS. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5"-0. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE A PAWN SHOP LICENSE FOR PAT <br />CHERNEY BASED ON STAFF'S VERIFICATION OF THE ALL DATA REQUIRED ON THE <br />LICENSE. COUNCIL MEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />5.4. Deerfield 4th Addition/Preliminary Plat Review/Public Hearing <br /> <br />Steve Rohlf. Building and Zoning Administrator. indicated that Elk River <br />Development Corporation is requesting preliminary plat review of <br />Deerfield 4th Addition which consists of 59 single family lots proposed <br />with city sewer and water. The proposed property lies within a PUD. He <br />further indicated that the developer is proposing to give the City 1.8 <br />acres of park land. <br /> <br />e <br /> <br />Planning Commission Representative. Peter Kimball. indicated that the <br />Planning Commission recommended approval of the preliminary plat with <br />many conditions. He stated that there was a lot of controvery regarding <br />the park land. The Planning Commission recommended that tbe developer <br />provide the City with 2~ acres of land for park purposes and that a fence <br />be provided by the developer between the park and adjacent roadways and <br />the developer also pave a parking area for the park. <br /> <br />Mayor Tralle opened tbe public bearing. <br /> <br />Dave Burandt of 19118 Tyler Street questioned the changes made from tbe <br />original plat of Deerfield 3rd. He further cautioned the Council not to <br />give final approval of tbis plat until Royal Oaks is completed. <br /> <br />Tbere being no further comments from the public. Mayor Tralle closed the <br />public hearing. <br /> <br />Councilmember Schuldt indicated that be would prefer that the developer <br />give the City the maximum amount of land required for park purposes which <br />would be 3.3 acres (10% of the land included in the plat). He stated <br />that there is no other park land on the east side of Highway 169 and <br />further with tbe size of the development more park land should be <br />required. <br /> <br />Planning Commission representatives Fuchs and Kimball reviewed the 18 <br />stipulations recommended by the Planning Commission. <br /> <br />e <br />
