<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 6 <br /> <br />Elk River City Council Meeting <br />January 23. 1989 <br /> <br />Councilmember Kropuenske indicated that his reason for denial of the lot <br />size variances is because Mr. Kuhn did not meet the five standards <br />required by City Ordinance for a variance. <br /> <br />THE MOTION CARRIED 5-0. <br /> <br />5.6. Consider Ordinance Amendment amending Chapter VII/Pawn <br />Hearing <br /> <br />Shop/Public <br /> <br />Mayor Tralle <br />request to <br />allow pawn <br />would create <br /> <br />introduced this item. He indicated that the City has had a <br />operate a pawn shop in the City of Elk River. In order to <br />shops. the City must go through an ordinance amendment which <br />a license to allow the operation of pawn shops. <br /> <br />Mayor Tralle reviewed the proposed ordinance with the public. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Jay Galbrecht of 11369 192nd Avenue questioned where the pawn shop would <br />be located. <br /> <br />Bill Pollard indicated that the ordinance should be written very <br />specific. <br /> <br />Earl Hohlen questioned the part of the ordinance referring to the <br />reporting to the Police Department. <br /> <br />Jay Galbrecht questioned whether allowing pawn shops was an image Elk <br />River wanted to portray. <br /> <br />Steve Rohlf reviewed the license requirements at this time. He <br />recommended that the ordinance be altered as follows: <br /> <br />1. The $5.000 Bond be reduced to a $1.000 Bond. <br /> <br />2. That to Section 724.14. language be added that would allow the <br />pawnbroker to take pledges from minor with written permission from <br />their guardian or parent (This mirrors State Statute). <br /> <br />3. That 90 days be stricken from Section 724.16 and the pledge is <br />forfeited after whatever time agreed to by the pawnbroker and the <br />pledgee has elapsed. <br /> <br />Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER DOBEL MOVED TO ADOPT ORDINANCE 89-1, AN ORDINANCE AMENDING <br />CHAPTER VII, LICENSING OF REGULATED BUSINESSES AND ACTIVITIES CREATING <br />SECTION 724 - AN ORDINANCE' LICENSING AND REGULATING PAWNBROKERS WITH THE <br />AMENDMENTS SUGGESTED BY STAFF ~ ' 'COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br />
