He indicated that according to State law, an amber <br />light can be used but a red flashing light cannot be used. The City <br />Administrator informed the Council that the City will be requesting a <br />Mn/DOT traffic study in the area so that possible addi tiona! signage <br />can be put in the area. He further indicated that staff is preparing <br />to remove the red flashing lights and that the amber lights will remain <br />and be turned on three different times during the day. <br /> <br />COUNCILMEMBER DOBEL MOVED TO DIRECT STAFF TO TAKE THE NECESSARY ACTION <br />REQUIRED BY THE STATE TO HAVE THE CROSSING FLASHERS ON SCHOOL STREET <br />AND MAIN STREET BE IN COMPLIANCE WITH STATE LAW. COUNCILMEMBER <br />KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />1:1.. <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 90-~, A RESOLUTION <br />OF THE CITY OF ELK RIVER REQUESTING THE MINNESOTA DEPARTMENT OF <br />TRANSPORTATION TO PERFORM AN ENGINEERING AND TRAFFIC STUDY OF THE <br />SCHOOL ZONE. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />6.1 <br /> <br />Administrative Subdivision Request by Thomas Havron/P.H. <br /> <br />e <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that Thomas <br />and Gina Havron are requesting to divide an approximately 50 acre <br />parcel of land into two 25 acre parcels. The Building and Zoning <br />Administrator explained that the Havrons are proposing to build their <br />home on Parcel Aj but, staff must assume that Parcel B will be sold <br />some time in the future and will eventually have a house on it. The <br />Building and Zoning Administrator addressed the buildability of both <br />parcels. He indicated that the buildability of Parcel A would cause no <br />problem and the buildability of Parcel B just barely meets the <br />requirements due to the high water table. <br /> <br />The Building and Zoning Administrator addressed the access to the <br />lots. He indicated that the logical access for Parcel B would be by <br />a private road and further indicated that it has been the City's policy <br />to not allow access to properties through private roads. The Building <br />and Zoning Administrator further indicated that the only other way to <br />access Parcel B would be very costly due to the surrounding low area <br />and the culverts which would be needed to access from County Road #33. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUESTED BY THOMAS HAVRON TO SUBDIVIDE A FIFTY ACRE PARCEL OF LAND <br />INTO TWO TWENTY-FIVE ACRE PARCELS WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. That the petitioner pay $350 park dedication for the addi tiona! <br />lot created. <br /> <br />e <br /> <br />2. <br /> <br />That the petitioner provide the City with two new legal <br />descriptions for recording. <br />
