<br />City Council Minutes <br />December 17, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE 12/10/90 CITY COUNCIL <br />MINUTES AS AMENDED. COUNCILMEMBER OOBEL SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />4. <br /> <br />Open Mike <br /> <br />No one appeared for this item. <br /> <br />4.1 Finance Award <br /> <br />Mayor Tralle indicated that the City Finance Department has received a <br />Certificate of Achievement for Excellence in Financial Reporting for <br />the fiscal year ending December 31, 1989. He stated that this <br />Certificate of Achievement is the highest form of recognition in <br />governmental accounting and financial reporting. Mayor Tralle <br />commended Lori Johnson, the City's Finance Director, for her work and <br />accomplishments in the Finance Department. Mayor Tralle presented the <br />award to Lori Johnson. <br /> <br />Lori Johnson thanked Joan Geroy, Senior Accounting Clerk, for her <br />efforts in helping to obtain the award, and Alice Heinecke and Brenda <br />Ebner for their help in putting the material together for the award. <br /> <br />5.1 Consider Bids for Rip Rap on Mississippi River <br /> <br />e Mayor Tralle stated that the City had received five bids for the rip <br />rap placement along the Mississippi River. He stated that the lowest <br />bid was from Vei t Company at $8,618.80. Mayor Tralle indicated that <br />this bid came in much lower than expected and requested that staff <br />consider extending the rip rap further than originally anticipated. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ACCEPT THE BID FROM VEIT COMPANY <br />INCORPORATED AT $8,618.80 FOR RIP RAP PLACEMENT ALONG THE MISSISSIPPI <br />RIVER AND REQUESTED THAT THE DISTANCE OF THE RIP RAP BE EXTENDED, <br />THROUGH A CHANGE ORDER, DUE TO THE LOW BID. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.2 Special A~reements Project for Main Street/Hi~hwaY 169 Intersection <br /> <br />Mayor Tralle stated that after funding is approved by MnDOT for the <br />Main Street/Highway 169 project, plans must also be prepared and <br />reviewed by MnDOT. He indicated that if the City desires to undertake <br />this project in 1991, the preparation of plans should begin soon. <br />'7' <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 90-a-f, A RESOLUTION <br />ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS IN THE MATTER OF <br />THE TRUNK HIGHWAY 169/MAIN STREET INTERSECTION IMPROVEMENTS OF 1990. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />5.3 School Street - Main Street School Crossin~ Flashers <br /> <br />The City Administrator indicated that the City has received a letter <br />from both the City's Engineer and from MnDOT indicating that the red <br />flashing light on the three crossing flashers on School Street and Main <br />
