City Council Minutes
December 17, 1990

Page 10

e

PROGRAM. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION.
CARRIED 5-0.

THE MOTION

7.4 Bud~et Amendments

The Finance Director reviewed the 1990 proposed General Fund budget
amendments. She indicated that the City expected total revenues to
exceed total expenditures by $55,000. Ms. Johnson stated that the
proposed budget amendments include setting aside $35,000 as a reserve
for the City's sick pay liability. Ms. Johnson noted that in addition
to making budget amendments, the Infrastructure Replacement Fund and
Recreation Fund should both be closed to the General Fund. She
indicated that because neither of these funds has major revenue sources
other than general tax revenues, it is appropriate that they be rolled
into the General Fund. This will help to more easily identify general
tax levy expenditures. Ms. Johnson informed the Council that the
infrastructure expenditures will be rolled into the Street Department
budget and recreation will become a separate department under the
General Fund.

COUNCILMEMBER DOBEL MOVED TO APPROVE THE 1991 BUDGET AMENDMENTS AS
PRESENTED BY THE FINANCE DIRECTOR. COUNCILMEMBER
HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0.

7.6 Consider Car Allowance

Councilmember Holmgren reviewed the 12/12/90 Finance Director memo on
this issue and stated that an adjustment should be made in the car
allowance for the City Administrator. He indicated that he felt the
Ci ty would best be served by eliminating the car allowance for the
Chief of Police and providing him with a vehicle. He further indicated
that the City Administrator's car allowance should be increased to $300
per month.

e

COUNCILMEMBER HOLMGREN MOVED TO ELIMINATE THE CAR ALLOWANCE FOR THE
CHIEF OF POLICE IN JANUARY OF 1992 AT WHICH TIME THE CITY WOULD
PURCHASE A POLICE VEHICLE FOR THE CHIEF OF POLICE AND FURTHER THAT THE
CITY ADMINISTRATOR'S CAR ALLOWANCE BE INCREASED TO $300 PER MONTH
EFFECTIVE JANUARY 1, 1991.
