<br />City Council Minutes <br />November 5, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />Mr. Boelter relocate his operation because of traffic difficulties and <br />the fact that he is no longer in the gasoline selling business. <br />Additionally, Mr. Boelter indicated that he no longer required highway <br />visibility since he is no longer in the gasoline business. <br /> <br />Staff was instructed to work with Mr. Boelter on the possible <br />relocation of his business. It was indicated that the curb cuts would <br />not be removed this fall and that this work by the City Street <br />Department would take place in the spring of 1991. <br /> <br />4. Purchase of Police CSO Vehicle <br /> <br />The Mayor reviewed with the City Council a memo from the Chief of <br />Police dated 10/31/90 regarding authorization to purchase a four wheel <br />drive vehicle for the Police CSO using 1991 Equipment Certificates. <br />The City Council reviewed the low bid from Elk River Ford in the amount <br />of $18,115. It was noted that this bid was approximately $35 less than <br />the bid from Saxon, but that a number of items were deleted from the <br />specifications on the Saxon bid. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PURCHASE OF A 1991 BRONCO <br />FROM ELK RIVER FORD IN THE AMOUNT OF $18,115. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />5. <br /> <br />173rd Railroad Crossin~ A~reement <br /> <br />The City Council reviewed an agreement between the City and the <br />Burlington Northern railroad regarding the future signalization of the <br />railroad crossing at 173rd Avenue. The memo from the City Engineer, <br />dated 10/22/90, indicated that this agreement is fairly standard and <br />similar to the agreement the City entered into for the signalization <br />for the railroad crossings at 165th Avenue and Jarvis Avenue. <br />Additionally, a resolution was attached which indicated the City's <br />approval of this project and its willingness to finance this <br />improvement. It was also noted that road improvements in this area, <br />using MSA Funds in 1991, would be necessary so that the signals do not <br />have to be relocated when all of 173rd/175th Avenue is improved in the <br />mid 1990's. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE AGREEMENT BETWEEN THE <br />CITY AND BURLINGTON NORTHERN RAILROAD FOR THE SIGNALIZATION OF THE <br />173RD AVENUE RAILROAD CROSSING. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE RESOLUTION 90-60, A <br />RESOLUTION AUTHORIZING THE IMPROVEMENT OF 173RD AVENUE RAILROAD <br />CROSSING. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />6. <br /> <br />Snow _Plo~Jn~ Policy <br /> <br />e <br /> <br />Street/Park Superintendent, Phil Hals, reviewed with the City Council <br />the 1990-91 Snow and Ice Control Policy, the Snowplowing Routes and the <br />Snow Removal Operation Procedure.
