Call Meetin~ To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order at 8:05 p.m. <br /> <br />2. Consider 11/5/90 City Council A~enda <br /> <br />Item 3.5, "Open Mike" and Item 6.5, "Wood chipper", were added to the <br />agenda. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br /> <br />THE AGENDA AS AMENDED. <br />THE MOTION CARRIED 5-0. <br /> <br />3. Consider 10/29/90 City Council Minutes <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 10/29/90 CITY COUNCIL <br />MINUTES. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />3.5 Open Mike <br /> <br />Mr. Mike Boelter, owner of Boelter's Repair Shop, located at the <br />intersection of Highway 10 and Main Street, was present to discuss the <br />future removal of curb cuts on Highway 10. In order to utilize these <br />accesses to Highway 10, employees at Boelter's must drive across <br />railroad property that is being used as a City park. Mr. Boelter <br />indicated that the removal of these curb cuts would greatly inhibit his <br />access and cause further congestion of the intersection. Mr. Boelter <br />indicated that, at one time, he had verbal permission from MnDOT to use <br />these accesses when Highway 10 was reconstructed around 1984. <br /> <br />The City Council discussed the curb cuts and reviewed a letter from <br />Burlington Northern which indicated that they would welcome the removal <br />of these two entrances. Phil Hals, Street/Park Superintendent, also <br />indicated that he had received verbal concurrence from MnDOT regarding <br />its approval for the removal of these curb cuts. The City Council <br />discussed how the removal of the curb cuts would> be consistent with the <br />development of green space in this area. <br /> <br />Discussion took place regarding limited access into Boelter's once <br />these curb cuts are removed. The Council indicated its desire to see <br />
