<br />City Council Minutes <br />November 5, 1990 <br /> <br />Page 3 <br /> <br />e <br /> <br />the snowplowing priority routes, the sidewalk snow removal routes and <br />the snow hauling routes. <br /> <br />Phil indicated that to assist in the implementation of the program, the <br />City would be using one Wastewater Treatment Plant employee during day <br />hours. Also, it was indicated that the Street crew would be operating <br />under the split shift concept. The split shift would allow employees <br />to come to work earlier in order to clear and sand high priority <br />areas. Additionally, it was indicated that Building Inspector, Terry <br />Zajac, would help in the trail grooming operation so that the trails <br />could be groomed as quickly as possible. <br /> <br />Mr. Hals indicated that he would have the City Attorney review the <br />written policy. <br /> <br />It was the consensus of the City Council that the policy as presented <br />was acceptable. <br /> <br />6.5 <br /> <br />Wood Chipper <br /> <br />e <br /> <br />Street/Park Superintendent, Phil Hals, reviewed with the City Council a <br />potential wood chipping service for the citizens of Elk River. It was <br />noted that the City could provide this service for the environmentally <br />appropriate disposal of Christmas trees. The Council concurred that <br />such an operation would be beneficial for Elk River and that it should <br />be offered free of charge. <br /> <br />Phil indicated that his plans call for two employees to operate the <br />wood chipper at the Elk River Fire Hall from 10:00 a.m. to 2:00 p.m. on <br />Saturday, January 5, and Saturday, January 12. The City Council agreed <br />with this proposal and requested that it be publicized in the December, <br />1990, City newsletter. <br /> <br />7. Check Re~ister <br /> <br />The City Council questioned the insurance policy being paid to the City <br />Attorney law firm. It was indicated that this is an error and the <br />insurance payment goes to the League of Minnesota Cities. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CHECK REGISTER AS AMENDED. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />8. Other Business <br /> <br />No items were presented. <br /> <br />9. City Administrator Update <br /> <br />e <br /> <br />9.1 The City Administrator distributed the most recent Community <br />Center Task Force minutes and an attendance sheet for the Task <br />Force meetings. The City Council discussed the upcoming 11/8/90 <br />Worksession with the CCTF. <br />
