City Council Minutes October 22, 1990 Page 3 e CITY HALL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. CARRIED 4-0. THE MOT I ON The City Administrator informed the Council that the Park and Recreation Commission has requested a special meeting with the Council to discuss the implementation of the Park and Recreation Master Plan. He suggested that the Council delay this meeting until the Commission can put together a draft job description for a Park and Recreation Director. It was the consensus of the Council to advise the Park and Recreation Commission to work on a Park and Recreation Director job description and meet with the Council at a joint meeting some time in 1991. The Council discussed possible meeting dates for a budget workshop session and a joint meeting with the Community Center Task Force. It was the consensus of the Council that the evenings of November 8 and November 13, are possible choices for either a joint meeting with the Communi ty Center Task Force or a Council budget workshop. It was suggested that the Community Center Task Force choose one of these dates and the Council budget session be held on the remaining date. 6.1 Series E Si~n Variance ReQuest e Terry Maurer, City Engineer, indicated that the Series E variance request made to MnDOT has been rejected. He informed the Council that the City received a letter from MnDOT which listed several reasons for rejection. The Council discussed the possibility of resubmitting their request for the variance. After discussion it was the consensus that the variance be dropped until such time that the City can see what developments take place in Otsego as this may have an impact on the City's variance request. 6.2 Waco Street Brid~e The City Engineer explained that he has prepared a time schedule which outlines the tasks to be accomplished in order to initiate the Waco Street bridge project. He indicated that the entire project would require about four to five years from initiation to completion of bridge construction and suggested that the City start now with the first three phases as outlined in his letter to the City Administrator dated September 28, 1990. COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 90-58, A RESOLUTION ORDERING THE PREPARATION OF A PROJECT PATH REPORT IN THE MATTER OF THE WACO STREET BRIDGE IMPROVEMENT. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 6.3 Main Street/Hi~hway 169 Resolution . Terry Maurer indicated that MnDOT has reviewed th~ City's submittal for a special agreements project at the intersection of Truck Highway 169 and Main Street. He stated that MnDOT believes the proposal is a viable project and in order to p~oceed with the project, the City must pass a resolution prepared by MnDOT.
