COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />CARRIED 4-0. <br /> <br />THE MOT I ON <br /> <br />The City Administrator informed the Council that the Park and <br />Recreation Commission has requested a special meeting with the Council <br />to discuss the implementation of the Park and Recreation Master Plan. <br />He suggested that the Council delay this meeting until the Commission <br />can put together a draft job description for a Park and Recreation <br />Director. It was the consensus of the Council to advise the Park and <br />Recreation Commission to work on a Park and Recreation Director job <br />description and meet with the Council at a joint meeting some time in <br />1991. <br /> <br />The Council discussed possible meeting dates for a budget workshop <br />session and a joint meeting with the Community Center Task Force. It <br />was the consensus of the Council that the evenings of November 8 and <br />November 13, are possible choices for either a joint meeting with the <br />Communi ty Center Task Force or a Council budget workshop. It was <br />suggested that the Community Center Task Force choose one of these <br />dates and the Council budget session be held on the remaining date. <br /> <br />6.1 <br /> <br />Series E Si~n Variance ReQuest <br /> <br />e <br /> <br />Terry Maurer, City Engineer, indicated that the Series E variance <br />request made to MnDOT has been rejected. He informed the Council that <br />the City received a letter from MnDOT which listed several reasons for <br />rejection. The Council discussed the possibility of resubmitting their <br />request for the variance. After discussion it was the consensus that <br />the variance be dropped until such time that the City can see what <br />developments take place in Otsego as this may have an impact on the <br />City's variance request. <br /> <br />6.2 <br /> <br />Waco Street Brid~e <br /> <br />The City Engineer explained that he has prepared a time schedule which <br />outlines the tasks to be accomplished in order to initiate the Waco <br />Street bridge project. He indicated that the entire project would <br />require about four to five years from initiation to completion of <br />bridge construction and suggested that the City start now with the <br />first three phases as outlined in his letter to the City Administrator <br />dated September 28, 1990. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 90-58, A RESOLUTION <br />ORDERING THE PREPARATION OF A PROJECT PATH REPORT IN THE MATTER OF THE <br />WACO STREET BRIDGE IMPROVEMENT. COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.3 <br /> <br />Main Street/Hi~hway 169 Resolution <br /> <br />. <br /> <br />Terry Maurer indicated that MnDOT has reviewed th~ City's submittal for <br />a special agreements project at the intersection of Truck Highway 169 <br />and Main Street. He stated that MnDOT believes the proposal is a <br />viable project and in order to p~oceed with the project, the City must <br />pass a resolution prepared by MnDOT. <br />
