Mr. Houlton <br />indicated that the cities of Big Lake and Becker are anticipated to <br />make proposals for the long term home of the Historical Society. <br /> <br />Mr. Houlton indicated that in order to make an attractive offer to the <br />Historical Society, he would desire additional concessions by the City <br />in an attempt to have the Historical Society locate in Elk River. <br />Specifically, Mr. Houlton discussed the elimination of future trunk <br />sewer, water, storm sewer, or road assessments to the Historical <br />Society if they locate on the Gospodar property. <br /> <br />Mr. John Kuester, President of the Sherburne County Historical Society, <br />indicated that the Society planning efforts have shown a need for a <br />better long term site as their home. He stated that it would be a <br />tremendous benefit to Elk River to have the Historical Society locate <br />in Elk River and requested City Council support in putting together an <br />attractive package to present to the site selection committee. <br /> <br />The City Administrator indicated that it is difficult for one City <br />Council to bind a future City Council to specific action. Nonetheless, <br />past City Council action is typically honored by future City Council's. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO SUPPORT THE GOSPODAR PROPERTY AS AN <br />APPROPRIATE SITE FOR THE HISTORICAL SOCIETY AND THAT IF THE HISTORICAL <br />SOCIETY DOES LOCATE ON THE GOSPODAR SITE, THEN THE CITY WOULD NOT <br />ASSESS THE PROPERTY FOR TRUNK SEWER, TRUNK WATER, STORM SEWER, OR ROAD <br />ASSESSMENTS WHEN THE IMPROVEMENTS TAKE PLACE. COUNCILMEMBER DOBEL <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5. <br /> <br />RecyclilliLJ!!ld RefllsEL]lroposal <br /> <br />Gary Schmitz, City Recycling Coordinator, discussed with the City <br />Council the bids that were received for the recycling containers. It <br />was indicated that the lowest bid was received from Lewisystems in the <br />amount of $4.70 per container. Mr. Schmitz stated that the bids were <br />very competitive and distributed a handout showing the five bids that <br />were received. Mr. Schmitz also indicated that the references for the <br />Lewisystems' containers were very good. <br /> <br />The City Council discussed the need for covers on the recycling <br />containers. Staff indicated that recycling covers are unusual and not <br />the norm. Additionally, the covers were much more expensive and were <br />only offered by two of the five firms. Council discussion also took <br />place regarding the color of the recycling containers. It was the <br />consensus of the Council that the dark green containers were <br />appropriate. <br /> <br />tit <br /> <br />The City Council discussed the City logo and statement on the <br />containers and also the UPA logo or statement on the containers. The <br />City Council stated their appreciation to UPA for supporting the <br />recycling program. Staff noted that the $20,000 purchase for recycling <br />containers would be financed from UPA donations and from SCORE funds <br />received by the City through the County. <br />
