City Council Minutes
September 10, 1990

Page 3

e

COUNCILMEMBER DOBEL MOVED TO ACCEPT THE LOW BID FOR RECYCLING
CONTAINERS FROM LEWISYSTEMS IN THE AMOUNT OF $4.70 PER CONTAINER
WITHOUT COVERS AND THAT THE CITY ORDER THE CONTAINERS IN DARK GREEN
WITH THE CITY LOGO AND UPA LOGO ON THE CONTAINERS AND THAT THE CITY
ORDER $20,000 WORTH OF THE CONTAINERS. COUNCILMEMBER KROPUENSKE
SECONDED THE MOTION. THE MOTION CARRIED 5-0.

The Recycling Coordinator discussed with the City Council the refuse
contract that has been agreed upon between the staff and the garbage
haulers. The Recycling Coordinator referred to his 9/4/90 memo that
outlines the highlights of the contract. Staff noted that two
containers were being offered to the public. A 90 gallon container and
32 gallon container for the low volume or Senior Citizens. The 32
gallon container is proposed to cost approximately $3.50 per month less
than the 90 gallon container. Staff noted that the total charge to the
homeowner for the 90 gallon container is anticipated to remain roughly
the same as what is currently being charged.

Staff indicated that there is one change in the contract that will
require a change in the garbage ordinance.' This change is the length
of term of the original contract from two years to three years.

e

A general discussion took place regarding future price changes in the
garbage collection serv ice; the cost of recycling versus the cost of
garbage collection; the City billing method; the fact that curbside
recycling will done every two weeks and garbage will be collected every
week; and the Nov~mber 1 start up date. Attachment B- Specifications,
was revised and a new Attachment B was distributed by the Recycling
Coordinator. This attachment showed the total price of $16.25 for a 90
gallon container and $12.75 per 32 gallon container.

COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CITY OF ELK RIVER
AGREEMENT FOR GARBAGE REFUSE AND RECYCLING COLLECTION CONTRACT WITH THE
REVISED ATTACHMENT B. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE
MOTION CARRIED 5-0.

COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 90-34, AN ORDINANCE
AMENDING THE LENGTH OF TERM FOR THE REGULATING OF STORAGE, COLLECTION,
TRANSPORTATION AND DISPOSAL OF REFUSE AND RECYCLABLE MATERIALS.
COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0.

It was noted that this ordinance adoption reflects the change in the
contract previously discussed whereby the first garbage contract with
the three licensed haulers would be for three years and each renewal
period would be for two years.

e

COUNCILMEMBER HOLMGREN MOVED TO RECESS THE CITY COUNCIL MEETING UNTIL
AFTER THE ECONOMIC DEVELOPMENT AUTHORITY MEETING. COUNCILMEMBER
KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0.

The Elk River City Council recessed approximately 7:25 p.m.
