<br />City Council Minutes <br />September 10, 1990 <br /> <br />Page 3 <br /> <br />e <br /> <br />COUNCILMEMBER DOBEL MOVED TO ACCEPT THE LOW BID FOR RECYCLING <br />CONTAINERS FROM LEWISYSTEMS IN THE AMOUNT OF $4.70 PER CONTAINER <br />WITHOUT COVERS AND THAT THE CITY ORDER THE CONTAINERS IN DARK GREEN <br />WITH THE CITY LOGO AND UPA LOGO ON THE CONTAINERS AND THAT THE CITY <br />ORDER $20,000 WORTH OF THE CONTAINERS. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The Recycling Coordinator discussed with the City Council the refuse <br />contract that has been agreed upon between the staff and the garbage <br />haulers. The Recycling Coordinator referred to his 9/4/90 memo that <br />outlines the highlights of the contract. Staff noted that two <br />containers were being offered to the public. A 90 gallon container and <br />32 gallon container for the low volume or Senior Citizens. The 32 <br />gallon container is proposed to cost approximately $3.50 per month less <br />than the 90 gallon container. Staff noted that the total charge to the <br />homeowner for the 90 gallon container is anticipated to remain roughly <br />the same as what is currently being charged. <br /> <br />Staff indicated that there is one change in the contract that will <br />require a change in the garbage ordinance.' This change is the length <br />of term of the original contract from two years to three years. <br /> <br />e <br /> <br />A general discussion took place regarding future price changes in the <br />garbage collection serv ice; the cost of recycling versus the cost of <br />garbage collection; the City billing method; the fact that curbside <br />recycling will done every two weeks and garbage will be collected every <br />week; and the Nov~mber 1 start up date. Attachment B- Specifications, <br />was revised and a new Attachment B was distributed by the Recycling <br />Coordinator. This attachment showed the total price of $16.25 for a 90 <br />gallon container and $12.75 per 32 gallon container. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CITY OF ELK RIVER <br />AGREEMENT FOR GARBAGE REFUSE AND RECYCLING COLLECTION CONTRACT WITH THE <br />REVISED ATTACHMENT B. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 90-34, AN ORDINANCE <br />AMENDING THE LENGTH OF TERM FOR THE REGULATING OF STORAGE, COLLECTION, <br />TRANSPORTATION AND DISPOSAL OF REFUSE AND RECYCLABLE MATERIALS. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />It was noted that this ordinance adoption reflects the change in the <br />contract previously discussed whereby the first garbage contract with <br />the three licensed haulers would be for three years and each renewal <br />period would be for two years. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO RECESS THE CITY COUNCIL MEETING UNTIL <br />AFTER THE ECONOMIC DEVELOPMENT AUTHORITY MEETING. COUNCILMEMBER <br />KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The Elk River City Council recessed approximately 7:25 p.m. <br />
