<br />City Council Minutes <br />July 16, 1990 <br /> <br />Page 9 <br /> <br />e <br /> <br />City Attorney, Tim Keane, indicated that the City would need the <br />administrative subdivision application to state whether five or ten <br />acres are being subdivided. <br /> <br />THE MOTION CARRIED 5-0. <br /> <br />The Council recessed at 9:10 and reconvene at 9:25 p.m. <br /> <br />6.4. Condi tional Use Permit and Solid Waste Li cense to Allow a Solid Waste <br />FaQility by Conteck Enyironmental Services/Public Hearin~ <br /> <br />Steve Rohlf, the Building and Zoning Administrator, indicated that <br />Conteck Environmental Services has applied for a conditional use permit <br />and a solid waste license to store and thermally treat petroleum <br />hydrocarbon contaminated soil. Mr. Rohlf explained the the City staff, <br />MPCA, the Environmental Consultant, and the Planning Commission have <br />all reviewed this request. <br /> <br />Mary Eberley, Planulng Commission Representative, stated that the <br />Planning Commission has spent a large amount of time on this item. She <br />stated that the Planning Commission had a workshop session with Mr. <br />Kreger. She stated that discussion was held regarding the level of <br />contamination and regarding the PCA setting standards. She further <br />stated that the Planning Commission recommended approval of the request. <br /> <br />e <br /> <br />Chris Kreger stated that he had started the process six months ago and <br />that public information meetings and a public hearing have been held <br />regarding the issue. Nobody from the public was present for these <br />meetings. Mr. Kreger felt that this was a sign that there was no <br />opposition to the facility. Mr. Kreger further stated that he had just <br />received the draft conditional use permit and there were a few items he <br />would like to discuss prior to having the Council consider the item. <br /> <br />COUNCILMEMBER DOBEL MOVED TO CONTINUE THE PUBLIC HEARING TO JULY 23, <br />1990 SO THAT MR. KREGER CAN DISCUSS THE CONDITIONS OF THE CONDITIONAL <br />USE PERMIT WITH STAFF. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />6.5. Ordinance Amendment to Amend Section 602, Titled Refuse and Garba~e <br /> <br />Gary Schmitz, Recycling Coordinator, stated that at the July 2, City <br />Council meeting, the Council reviewed the draft ordinance amendment to <br />the refuse and garbage ordinance and recommended several changes to the <br />draft ordinance. He stated that staff has made the changes to the <br />ordinance. Mr. Schmitz reviewed the changes with the Council. Mr. <br />Schmitz then reviewed with the Council the four key areas to the City's <br />recycling program. He stated that the areas included mandatory garbage <br />service, mandatory recycling, organized routes and City operated <br />billing. <br /> <br />e <br /> <br />Mayor Tralle stated that the City had formed a Recycling Task Force. <br />He indicated that this Task Force studied these issues for about a year <br />and recommended an ordinance to the Council that they felt would work <br />for the City of Elk River. <br />
