<br />City Council Minutes <br />July 16. 1990 <br /> <br />Page 10 <br /> <br />e <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Eleanor Todahl of 18869 Boston Street questioned whether the smaller <br />cans would have wheels. She stated that her present hauler comes to <br />get her garbage by the garage when it is icy and she cannot get it to <br />the street. She questioned if under the City' s new recycl ing and <br />mandatory garbage and pick up plan whether the new garbage hauler would <br />do same. The City Attorney indicated that the garbage haulers have <br />indicated their willingness to work with the residents who cannot bring <br />their garbage containers to the street. Eleanor Todahl further <br />questioned whether there would be a Senior Ci tizen discount. Mayor <br />Tralle indicated that this will be considered. He further stated that <br />the City will try to address an income level rather than an age level. <br /> <br />e <br /> <br />Jeanne Eggert of 19319 Oxford indicated that they reside in Elk River <br />and have a business in Maple Grove. She stated that her family has <br />been recycling for years and have very little garbage. She further <br />stated that her business charges them two garbage bills. one for the <br />business and one for residential. Ms. Eggert stated that because they <br />must pay the residential garbage in Maple Grove. they bring their house <br />garbage to their business to be disposed. She questioned whether she <br />would have to be included in the mandatory garbage service. <br />Councilmember Kropuenske indicated that the routes and recycling will <br />not work unless there is a uniform system and stated that all residents <br />within the City would be billed for garbage service. Ms. Eggert <br />indicated that they cannot afford to pay garbage service for two <br />locations and further stated her feeling that people who are recycling <br />at the present time are being penalized. <br /> <br />Tim Keane. City Attorney. stated that a volume based pricing is <br />important because it gives homeowners an incentive to cut down on the <br />volume they are generating. He stated that there are exceptional cases <br />in the City with people who have been recycling and generate very <br />little or no garbage. <br /> <br />Chris Kreger of 11661 221st Avenue N.W. stated that he is supportive of <br />the refuse and garbage ordinance. He stated that recycling will be <br />encouraged by mandatory garbage service. <br /> <br />Wally Ohlan of 192nd Avenue N.W. stated that the people who are <br />recycling are being penalized. He stated that the City is forcing <br />citizens to use services that they don't want and further. that there <br />are some people in the City who are currently recycling. The City <br />Administrator stated that this oI'd~nance is an expansion of the <br />existing ordinance and that the existing ordinance does require <br />mandatory garbage pickup wi thin the Ci ty. However. the City has not <br />been strictly enforcing the ordinance. <br /> <br />e <br /> <br />Jack Klein stated that he has two neighbors who are senior citizens <br />living in separate residential homes that share garbage pickup. He <br />stated that the City should look at each individual case rather than <br />requiring garbage pickup for every citizen. Mr. Klein further <br />indicated that he would like to encourage the City to consider <br />composting as a majority of the garbage generated is yard waste. <br />
