He stated their comprehensive <br />transportation plan is through the year 2010. <br /> <br />6.1. Request for an Extension to Preliminary Plat for Barrin~ton Hill <br />Subdivision and an Extension for a Variance on the Maximum Len~th of a <br />Dead End Road by R.E.P. Ltd. <br /> <br />Steve Rohlf, Building and Zoning Administrator stated that Mr. Santwire <br />representing R.E.P. Ltd. is requesting an extension to the preliminary <br />plat for Barrington Hills subdivision which was approved in 1987. Mr. <br />Rohlf indicated that there is a one year time period to file final plat <br />approvals and stated that the developer is asking for an extension to <br />this one year period. Mr. Rohlf stated that the plat should go back <br />through the preliminary plat procedure because there have been various <br />changes to the rules and regulations of the City for preliminary plats <br />since 1987. <br /> <br />Mr. Rohlf indicated that R.E.P. Ltd. is also requesting an extension to <br />a variance. He stated that the variance is for the maximum length of a <br />dead end road. Mr. Rohlf indicated that the variance was originally <br />approved due to the fact that the road for the plat is the only way to <br />access the property and further stated that the variance is good for a <br />two year time period. <br /> <br />e <br /> <br />Mr. Santwire, representing R.E.P. Ltd., indicated that the preliminary <br />plat for Barrington Hills was approved October 19, 1987, and that there <br />were nine stipulations to the plat which would be complied with before <br />final plat approval. He further stated that the developer would be <br />willing to add to these itemsj park dedication fee, seal coating fees, <br />and the fact that final u~proval would be contingent upon City Engineer <br />approval. <br /> <br />Mr. Santwire explained that the reason for delay in filing the plat was <br />due to a judgement which was filed against the property six weeks after <br />preliminary plat approval and that the judgement was in a large amount <br />of money which would have made the implementation of the plat <br />impossible. He stated that a satisfaction against the judgement has <br />been filed against the judgement in June, 1990, and, therefore, he is <br />requesting extension of the preliminary plat. He stated that with the <br />extension, the developer would agree to the addition of seal coating, <br />park fees, and City Engineer approval. The Building and Zoning <br />Administrator indicated that he would rather see these changes put on a <br />preliminary plat for review. <br /> <br />e <br /> <br />Mayor Tralle stated that the reasons for the variance have not changed <br />since it was originally granted and the applicant should not have to go <br />through the variance procedure again. Councilmember Kropuenske agreed <br />with Mayor Tralle. Councilmember Kropuenske further indicated he felt <br />that the petitioner had good cause to proceed with the request for an <br />extension of the preliminary plat. Councilmember Schuldt stated that <br />he agreed with the Building and Zoning Administrator. He stated that <br />the ordinance is clear and it makes the preliminary plat null and void. <br />
