<br />City Council Minutes <br />July 16, 1990 <br /> <br />Page 4 <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />2. <br /> <br />MnDOT Turn Lanes, 165th - Mr. Maurer indicated that MnDOT has <br />requested the City to pursue the turn lanes on 165th by the RDF <br />plant as an independent project. He indicated that the City is <br />trying to determine the standards and to estimate the cost of <br />acceleration and deceleration lanes at 165th. It is likely that <br />the project will be completed this year. <br /> <br />3. School Street/Proctor Intersection - Mr. Maurer informed the <br />Council that he has made a presentation to the School Board <br />regarding the City's position on Proctor and School Street <br />intersection. He indicated that the School Board has made a <br />motion supporting the City's position in upgrading Proctor to a <br />four lane road. Mr. Maurer indicated that the next step is to <br />present the resolution of support from the City and the School <br />Board to the County Board. <br /> <br />4. Fillmore Street - Mr. Maurer indicated that he had met with Mr. <br />Ron Kuhn regarding the upgrading of Fillmore. He stated that the <br />project was originally planned for upgrading in 1991 and that it <br />was the City's hope to delay the project until 1993. He indicated <br />that Mr. Kuhn stated that the residents in the area are expecting <br />the project to be completed in 1991. Therefore, the project will <br />be initiated in the fall of 1990. <br /> <br />5. <br /> <br />Series EE Sign - Mr. Maurer indicated that he has made contact <br />with MnDOT regarding a possible Series EE sign located on Highway <br />101. Mr. Maurer indicated that MnDOT has to meet certain criteria <br />regarding the placement of EE signs. He stated that the critera <br />for these signs is that they be placed in a rural area. MnDOT has <br />indicated to him they do not feel the signs are in an appropriate <br />place because they are not located in a rural area. MnDOT has <br />further indicated that EE signs are inadequate in an urban area <br />because they are used more for advertising and, if allowed in an <br />urban area, MnDOT could be put in a position of showing <br />favoritism. He stated that the City can appeal but it does not <br />look favorable for MnDOT to grant a variance to this request. <br />Councilmember Dobel indicated that he disagrees because Highway <br />101 is in a rural area and that it is an appropriate area for EE <br />signs. The City Council requested the engineer to go through the <br />appeal process for the placement of the EE sign on Highway 101. <br /> <br />6. Update on Projects - Mr. Maurer indicated that Tyler Street is 99% <br />complete. Mr. Maurer stated that the Bailey Beck plat and <br />Deerfield 4th plat are both complete through the first lift of <br />blacktop and that they are trying to delay final lift until <br />construction in the area is finished. <br /> <br />7. <br /> <br />County Road 22 - Mr. Maurer indicated that it was brought to the <br />Ci ty' s attention that a jurisdiction change is proposed by Anoka <br />County for County Highway 22 (County Road 13 within Sherburne <br />County and Elk River). He indicated that Anoka County has <br />recent.~y completed a comprehensive transportation plan and that <br />this change is included in the plan. He stated that Anoka County <br />has indicated that they propose to turn County Highway 22 over to <br />
