<br />City Council Minutes <br />July 16, 1990 <br /> <br />Page 3 <br /> <br />e <br /> <br />Mr. John Norgren, Big Lake Township Clerk, indicated that reason for <br />the request to upgrade the roads it due to the number of residents that <br />use the roads to access the Sand Dunes State Park. He indicated that <br />there are many Elk River residents that are using the roads to access <br />this State Park. Mr. Norgren informed the Council that Big Lake <br />Township is not asking for a handout from the City of Elk River, but <br />rather are asking to work together and try to eliminate the gravel <br />roads. <br /> <br />Dave Statten of 22577 147th Street in Big Lake Township, stated that he <br />has 700 feet of farm land that borders Elk River. He indicated that <br />the road is blacktopped up to the 270 feet of his property and at that <br />point the road returns to gravel. He informed the Council that he <br />would like to see the remainder of the road blacktopped. <br /> <br />Mayor Tralle indicated that the City must prioritize the roads which <br />need upgrading and that there limited dollars in which to do this. He <br />further indicated that it is not appropriate to bond for this project <br />when there are other roads of higher priority wi thin the City of Elk <br />River. <br /> <br />e <br /> <br />Mr. John Norgren indicated that he had requ':"dted assistance from the <br />City Council to upgrade Ranch Road nine years ago and at that time the <br />Council informed him that this was not in their plan, but that they <br />would consider it in the future. <br /> <br />Gary Atkinson of 14323 Ranch Road complained about the condition of <br />Ranch Road. He indicated that the grading of the road does not help <br />and that it is done about once a month. He further questioned how many <br />people would have to live on Ranch Road to justify the tarring of the <br />road. Mayor Tralle explained the assessment procedure to Mr. Atkinson. <br /> <br />John Norgren indicated that he would rather see the City Council give <br />consent to the reconstruction of 225th rather than not consider either <br />road due to economics. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE THE CITY TO SPEND <br />APPROXIMATELY $8,500 TO UPGRADE 225TH STREET AND THAT THE MONIES COME <br />FROM THE LANDFILL STREET RESERVE. COUNCILMEMBER DOBEL SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Mayor Tralle informed the citizens that the City will consider adding <br />the future upgrading of Ranch Road to its long range plans. <br /> <br />5.3. Oth.er <br /> <br />The City Engineer updated the Council on several items. <br /> <br />1. <br /> <br />Lake Orono - The City Engineer informed the Council that he has <br />been working with the Street Superintendent and the Lake <br />homeowners and that they have come up with a method to measure the <br />amount of silt in Lake Orono. He indicated that they will <br />continue to work on this. <br /> <br />e <br />
