<br />City Council Minutes <br />July 16, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 90-26, A RESOLUTION <br />APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT <br />FOR BIDS IN THE MATTER OF THE EVANS AVENUE IMPROVEMENT OF 1990. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.2 <br /> <br />169/Main Street Intersection Update <br /> <br />Terry Maurer, City Engineer, informed the Council that the City has <br />requested assistance from MnDOT regarding signal reconstruction at <br />Highway 169 and Main Street. Mr. Maurer indicated that the City has <br />received a letter from MnDOT stating that they share the City's concern <br />regarding safety along Trunk Highway 169, and that there is no reason <br />to transfer funding from the 193rd Street signal to accomplish the 169 <br />and Main Street work. Mr. Maurer indicated that MnDOT is requesting a <br />special agreement project to be submitted to them by the City to allow <br />MnDOT to program its share of the construction cost. He further <br />indicated that after MnDOT receives the special agreement formal <br />request, they will estimate their share of the cost of the improvement <br />and then submit the project as a candidate in the special agreements <br />program. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE CITY ENGINEER TO <br />PROCEED WITH THE SPECIAL AGREEMENTS PROJECT FOR SIGNAL RECONSTRUCTION <br />AT TRUNK HIGHWAY 169 AND MAIN STREET. COUNCILMEMBER HOLMGREN SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.4 225th and Ranch Road <br /> <br />Terry Maurer, City Engineer, indicated that the City had received a <br />request from Big Lake Township for the City of Elk River to pave two <br />roadways that tie into Big Lake Township. The two sections of road are <br />225th Avenue, which is 750', and Ranch Road, which is 1500'. Mr. <br />Maurer indicated that the approximate cost to upgrade these two roads <br />would be $8,500 for 225th Avenue and $17,000 for Ranch Road. The <br />improvements would consist of grading, class 5, paving and shouldering <br />of the roads. Mr. Maurer indicated that he has met with staff <br />regarding this matter and it was the consensus of the staff that money <br />was not budgeted for the improvements of these two roads and that there <br />are other roads within. the city limits of Elk River with higher <br />priority that need reconstruction. <br /> <br />e <br /> <br />Pat Klaers, City Administrator, indicated that he had talked to John <br />Norgren, Big Lake Township Clerk, and had informed Mr. Norgr\;.il of the <br />difficulty of justifying the expenditure to pave these roads when <br />there are other roads within the City of higher priority. Mr. Klaers <br />further indicated that on 225th Avenue there is only one driveway <br />abutting the road requested to be paved and that on Ranch Road there <br />are no driveways abutting the road. He indicated that according to the <br />Ci ty' s assessment policy, the City assesses the property according to <br />the benefit received from the improvement and stated that with only one <br />driveway abutting 225th, it would be very hard prove benefit to that <br />property. <br />
