City Council Minutes July 16, 1990 Page 2 e COUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 90-26, A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE MATTER OF THE EVANS AVENUE IMPROVEMENT OF 1990. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5.2 169/Main Street Intersection Update Terry Maurer, City Engineer, informed the Council that the City has requested assistance from MnDOT regarding signal reconstruction at Highway 169 and Main Street. Mr. Maurer indicated that the City has received a letter from MnDOT stating that they share the City's concern regarding safety along Trunk Highway 169, and that there is no reason to transfer funding from the 193rd Street signal to accomplish the 169 and Main Street work. Mr. Maurer indicated that MnDOT is requesting a special agreement project to be submitted to them by the City to allow MnDOT to program its share of the construction cost. He further indicated that after MnDOT receives the special agreement formal request, they will estimate their share of the cost of the improvement and then submit the project as a candidate in the special agreements program. e COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE CITY ENGINEER TO PROCEED WITH THE SPECIAL AGREEMENTS PROJECT FOR SIGNAL RECONSTRUCTION AT TRUNK HIGHWAY 169 AND MAIN STREET. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5.4 225th and Ranch Road Terry Maurer, City Engineer, indicated that the City had received a request from Big Lake Township for the City of Elk River to pave two roadways that tie into Big Lake Township. The two sections of road are 225th Avenue, which is 750', and Ranch Road, which is 1500'. Mr. Maurer indicated that the approximate cost to upgrade these two roads would be $8,500 for 225th Avenue and $17,000 for Ranch Road. The improvements would consist of grading, class 5, paving and shouldering of the roads. Mr. Maurer indicated that he has met with staff regarding this matter and it was the consensus of the staff that money was not budgeted for the improvements of these two roads and that there are other roads within. the city limits of Elk River with higher priority that need reconstruction. e Pat Klaers, City Administrator, indicated that he had talked to John Norgren, Big Lake Township Clerk, and had informed Mr. Norgr\;.il of the difficulty of justifying the expenditure to pave these roads when there are other roads within the City of higher priority. Mr. Klaers further indicated that on 225th Avenue there is only one driveway abutting the road requested to be paved and that on Ranch Road there are no driveways abutting the road. He indicated that according to the Ci ty' s assessment policy, the City assesses the property according to the benefit received from the improvement and stated that with only one driveway abutting 225th, it would be very hard prove benefit to that property.
