<br />City Council Minutes <br />July 16, 1990 <br /> <br />Page 12 <br /> <br />e <br /> <br />stated that the Planning Commission had a concern regarding thinning <br />the signs from the corridors of the City, but not totally eliminating <br />the Siglld. Mr. Klenke indicated that the proposed ordinance allows <br />signs to be placed wi thin 2,000 lineal feet of each other. He <br />indicated that this was excessive and would like to see it reduced to <br />700 feet. Mr. Keith Franklin of Franklin Advertising and Mr. Dick <br />Morotzski from Skogland Advertising were present. Mr. Klenke stated <br />the proposed ordinance allows maximum sign area of 300 square feet and <br />a height of 25 feet. He indicated that they would like to see this <br />increased to 500 square feet of maximum signage area, plus extensions <br />and a height area of 35 feet. Mr. Klenke stated that the sentence in <br />the proposed ordinance regarding signs not allowed on platted lots <br />would be detrimental to businesses in the area. <br /> <br />Mary Eberley, Planning Commission Representative, stated that the <br />intent of not allowing billboards on platted lots was not to totally <br />eliminate billboards. She felt this section would require further <br />clarification. Tim Keane, City Attorney, explained that if a sign is <br />located on a parcel of property and somebody wants to develop the <br />property, then the sign must come down. He further stated that he <br />would recommend that a conditional use permit be required for signage. <br />Mr. Keane indicated that the proposed ordinance does not provide and <br />opportunity for the City to eliminate existing signs. <br /> <br />e <br /> <br />Steve Rohlf, Building and Zoning Administrator, stated that the <br />Planning Commission's objective was to reduce the number and size of <br />billboards. He further stated that the language in the ordinance <br />indicating that signage is not allowed on platted lots, and the <br />requirement that signs be a principal use on lots is included in the <br />ordinance as a way to eliminate existing signs. <br /> <br />James Klenke proposed that another mechanism be used other than the <br />proposed mechanism in the draft ordinance to eliminate billboards. He <br />indicated that the proposed ordinance requires the sign to be taken <br />down from the property and put up in another place. <br /> <br />COUNCILMEMBER DOBEL MOVED TO EXTEND THE <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br />Councilmember Kropuenske and Holmgren opposed. <br /> <br />MEETING PAST MIDNIGHT. <br />THE MOTION CARRIED 3-2. <br /> <br />The City Attorney indicated that the present ordinance will not <br />eliminate existing signs. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CONTINUE THE PUBLIC HEARING UNTIL JULY <br />23, 1990. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO TABLE ITEMS 6.6 THROUGH 6.11 UNTIL JULY <br />23, 1990. COUNCILMEMBER DOBEL SECONDED THE MOTION.
