Ms. Soltis further questioned whether the City would <br />be recycling plastics. Jean Eggert stated that she would like to see <br />plastics recycled. Ms. Eggert further indicated that in Maple Grove <br />where recycling is required, she has seen garbage blowing in the <br />streets because the bins containing the recyclables did not have lids. <br /> <br />Ear I Hohlen of Main Street questioned how the garbage hauling and <br />billing would be handled at the mobile home park. Gary Schmitz, <br />Recycling Coordinator, indicated that the City will work with Mr. <br />Hohlen regarding this item. <br /> <br />Mr. Bill Norden stated that he is a garbage and refuse hauler and that <br />he has the privilege of dumping his garbage at no charge at the present <br />time. He stated that he lives in the City of Elk River and questioned <br />whether he would be billed for garbage serv ice. He further indicated that the City <br />will not publish the ordinance summary until a franchise agreement with <br />the haulers is understood. <br /> <br />Councilmember Schuldt questioned whether garbage billing would be for <br />garbage pickup or for recycling. The City Administrator indicated that <br />both are included in the bill. The City Administrator further informed <br />the audience and the Council that there should not be a false <br />expectation that garbage. rates will be decreasingj but the City will be <br />doing all they can to maintain the current garbage pick-up rates. <br />Councilmember Schuldt voiced his concern regarding the fact that <br />voluntary recycling did not have chance to work in the City of Elk <br />River. <br /> <br />The City Attorney indicated that there would be a change to the second <br />draft ordinance under item 4A, regarding the fact that the haulers will <br />be responsible for their vehicles. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT ORDINANCE 90-18 AND ORDINANCE <br />REGULATING THE STORAGE, COLLECTION, TRANSPORTATION, AND DISPOSAL OF <br />REFUSE AND RECYCLABLE MATERIALS. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />The City Council recessed at 11:10 and reconvened at 11:20. <br /> <br />6.6. Steve Rohlf, Building and Zoning Administrator, stated that the last <br />portion of the sign ordinance to be reviewed by the Council is the <br />Section pertaining to billboards.
