He recommended that item 5 be changed in the sign ordinance
to be consistent with State Statutes.

Mayor Tralle opened the public hearing. There being no one for or
against the matter, Mayor Tralle closed the public hearing.

COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 90-16, AN ORDINANCE
AMENDING SECTION 900.22 SIGN REGULATIONS WITH THE OMISSION OF THE
SECTION PERTAINING TO BILLBOARDS. COUNCILMEMBER DOBEL SECONDED THE
MOTION. THE MOTION CARRIED 5-0.

6.8

Zone ChanJ.!e Regue!'!.t from C-2 Office District to C-) Central Business
by Joe BarsodyjP.H.

-

Zoning Assistant Janelle Szklarski indicated that Mr. Joe Barsody is
requesting a zone change from C-2 Office District to C-l Central
Commercial for his property located at 503 Jackson Avenue. Ms.
Szklarski indicated that the zone change request is consistent with the
underlying land use map. She further indicated that the zone change
would be an extension of the C-l zone one lot further to the north.

Planning Commission Representative Arlon Fuchs indicated that the
Planning Commission recommended denial of the request. He stated that
they felt the C-2 was more compatible with the property and that it
would better protect the park area to the north and the residential
area across the street. Mr. Fuchs further indicated that a C-1 zone
would allow for more intense uses to be located in the area under
conditional use permits.

Mayor Tralle opened the public hearing.

Mr. Barsody indicated that his main concern is to utilize the building
in the best manner possible as there is space in his building that has
become vacant.

Mr. Fulton Meridan indicated that he is a neighboring resident and that
his main concern is that Mr. Barsody may sell the property at some time
and other C-l uses would be allowed.

Mayor Tralle indicated that the City must look at the possible future
uses on the piece of property.

e

Steve Rohlf reviewed the permitted uses in a C-1 zone and the
conditional uses allowed in a C-l zone. Councilmember Dobel indicated
that he would not be in favor of the zone change request due to the
possibility of the property being sold and the Council having no
control on future uses of the property.
