There being no further comments from the public, Mayor Tralle closed the public hearing. COUNCILMEMBER SCHULDT MOVED TO ADOPT ORDINANCE 90-17, AN ORDINANCE AMENDING THE CITY OF ELK RIVER ZONING MAP TO ZONE CERTAIN PROPERTY FROM C-2 OFFICE DISTRICT TO C-l CENTRAL COMMERCIAL. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. Councilmember Dobel indicated permitted and conditional uses favor of the motion. that after further review of the in the C-1 zone, he would now be in Councilmember Holmgren stated that he has a concern regarding what would happen to the property in the future if the property were sold. He further indicated that he felt a C-2 zone was appropriate for the area. THE MOTION FAILED 3-2. Councilmembers Dobel, Kropuenske and Schuldt voted in 'favor of the motion. Mayor Tralle and Councilmember Holmgren voted against the motion. Motion defeated for lack of a 4/5 vote. e 6.14 Qther Steve Rohlf, Building and Zoning Administrator, indicated that staff is recommending that another round of testing be done on the old City dump next year. He indicated that the previous tests showed the contaminants to be at the same level this year as they were last year. He indicated that it was the City's hope that the levels would be lower and, therefore, is requesting that testing take place again next year to monitor the situation. It was the consensus of the City Council to allow testing of the test wells located at the old City dump. Steve Rohlf, Building and Zoning Administrator, informed the Council that on Tuesday, July 17, at 7:00 p.m. at Vandenberge Junior High lunchroom, there will be a joint meeting between the Elk River Planning Commission and Planning Commissions and Town Boards of communi ties in the surrounding area. Mr. Rohlf extended an invitation to the Council to attend this meeting. 7. Che<;<l< Re~ister e Councilmember Schuldt questioned the check payable to the Arts Council. The City Administrator indicated that the Council had approved payment to the Arts Council up to $10,000, matching local funds received by the Arts Council. Councilmember Kropuenske indicated that the Arts Council is out soliciting individual businesses for funds. The City Administrator indicated that the Finance Director had received verification of donations in the amount of $3,000 and, therefore, the check register contains this matching amount.
