There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER DOBEL MOVED TO ADOPT ORDINANCE 90-15, AN ORDINANCE <br />AMENDING SECTION 900.12 (PERMITTED, ACCESSORY AND CONDITIONAL USES BY <br />DISTRICT) SUBSECTION J C-3 HIGHWAY COMMERCIAL DISTRICT. COUNCILMEMBER <br />SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6 .12 Qrdinal1Q.~mel!dment Section 900.43 Interim Use by the City of Elk <br />RiverLP_JI..!_ <br /> <br />Steve Rohlf indicated that the subject of allowing interim uses first <br />came up during Planning Commission and Council discussion regarding <br />model homes. He stated that the Planning Commission has studied the <br />interim use concept which would provide a mechanism for allowing a use <br />for a temporary period of time which is inconsistent with current <br />zoning regulations. Steve Rohlf indicated that he does not see a <br />critical need for this type of ordinance in the City of Elk River at <br />this time. <br /> <br />e <br /> <br />Rita Johnson, Planning Commission Representative, indicated that the <br />Planning Commission recommended denial of the ordinance amendment. She <br />indicated that when the Planning Commission first started reviewing the <br />interim use, they liked the concept but did now not see a need which <br />would outweigh the disadvantages that could come along with the <br />ordinance. <br /> <br />Mayor Tralle opened the public hearing. Tim Keane, City Attorney, <br />explained the original reasons for the consideration of the ordinance. <br />Pat Klaers, City Administrator, indicated that the City could possibly <br />create an overlay district as opposed to an interim use ordinance. Tim <br />Keane indicated that the ordinance was designed to control development <br />patterns that use up large areas of land within the City without <br />putting out much development, such as truck sales and car sale lots. <br />Mr. Keane encouraged the Council to realize the premature low density <br />development patterns on the City's highway corridors. <br /> <br />Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER DOBEL MOVED TO DENY THE ORDINANCE AMENDMENT RELATING TO <br />I NTER I M USE PERM I TS . Mr. Rohlf reviewed with the Council the changes <br />the Planning Commission recommend to the sign ordinance. Mr. Rohlf <br />indicated that the only portion of the sign ordinance which the <br />Planning Commission did not deal with relates to billboards. He stated <br />that they will be acting on this subject at another meeting. <br />
