<br />City Council Minutes <br />June 11, 1990 <br /> <br />Page 5 <br /> <br />e <br /> <br />5.1 ~cbool/Proctor Feasibility Study <br /> <br />Terry Maurer, City Engineer, indicated to the Council that the <br />feasibility study for proposed improvements at the intersection of <br />School Street and Proctor Avenue has been completed. He stated that <br />the initial purpose of the feasibility study is to evaluate the <br />existing intersection and recommend improvements to reduce traffic <br />delays and to generally improve movement through the intersection. Mr. <br />Maurer indicated that in the feasibility study, three alternatives for <br />proposed improvements have been presented. He stated that the first <br />two alternatives deal with the existing conditions and improvements to <br />increase the intersection capacity. He stated that the third <br />alternative considers both present and future conditions through the <br />intersection. Mr. Maurer stated that he felt alternative #3 would be <br />the best al ternati ve to consider as it deals with immediate <br />improvements needed at the intersection as well as long range issues <br />affecting future requirements. Mr. Maurer indicated that Proctor <br />Avenue is a County road and therefore the implementation of alternative <br />#3 must be considered by Sherburne County and the City of Elk River. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 90-24, A RESOLUTION <br />RECEIVING THE FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON THE <br />IMPROVEMENT ON THE MATTER OF THE SCHOOL STREET/PROCTOR AVENUE <br />INTERSECTION IMPROVEMENT OF 1990. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 3-0. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE STREET DEPARTMENT TO <br />PROCEED WITH THE CITY ENGINEER IN RELOCATING THE POWER POLE ON THE <br />CORNER OF SCHOOL STREET AND PROCTOR AVENUE AND WIDENING THE RADIUS. <br />COUNCILMEMBER HOLMGREN SECONDED ,THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />The City Administrator informed the <br />improvement of this intersection <br />Improvement Program and stated that <br />this project. <br /> <br />Council that the funding for the <br />was included in the Capital <br />the City has money set aside for <br /> <br />5.3 East Main Street Sewer Line Evaluation <br /> <br />The City Engineer indicated that the question had been raised several <br />times regarding the capacity of the sewer line in Main Street which <br />services the area east of Evans Avenue. He stated that in order to <br />address the question, he would recommend that the City undertake a two <br />part study. The first part of the study would be to analyze the <br />existing sewer capacity and the second part would analyze the required <br />future sewer capaci ty. He indicated that the estimated total cost <br />would be $5,000. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE CITY ENGINEER TO <br />PROCEED WITH THE SEWER STUDY REGARDING THE CAPACITY OF THE SANITARY <br />SEWER LINE IN MAIN STREET SERVING THE AREA EAST OF EVANS AVENUE. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br />
