City Council Minutes June 11, 1990 Page 5 e 5.1 ~cbool/Proctor Feasibility Study Terry Maurer, City Engineer, indicated to the Council that the feasibility study for proposed improvements at the intersection of School Street and Proctor Avenue has been completed. He stated that the initial purpose of the feasibility study is to evaluate the existing intersection and recommend improvements to reduce traffic delays and to generally improve movement through the intersection. Mr. Maurer indicated that in the feasibility study, three alternatives for proposed improvements have been presented. He stated that the first two alternatives deal with the existing conditions and improvements to increase the intersection capacity. He stated that the third alternative considers both present and future conditions through the intersection. Mr. Maurer stated that he felt alternative #3 would be the best al ternati ve to consider as it deals with immediate improvements needed at the intersection as well as long range issues affecting future requirements. Mr. Maurer indicated that Proctor Avenue is a County road and therefore the implementation of alternative #3 must be considered by Sherburne County and the City of Elk River. e COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 90-24, A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON THE IMPROVEMENT ON THE MATTER OF THE SCHOOL STREET/PROCTOR AVENUE INTERSECTION IMPROVEMENT OF 1990. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-0. COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE STREET DEPARTMENT TO PROCEED WITH THE CITY ENGINEER IN RELOCATING THE POWER POLE ON THE CORNER OF SCHOOL STREET AND PROCTOR AVENUE AND WIDENING THE RADIUS. COUNCILMEMBER HOLMGREN SECONDED ,THE MOTION. THE MOTION CARRIED 3-0. The City Administrator informed the improvement of this intersection Improvement Program and stated that this project. Council that the funding for the was included in the Capital the City has money set aside for 5.3 East Main Street Sewer Line Evaluation The City Engineer indicated that the question had been raised several times regarding the capacity of the sewer line in Main Street which services the area east of Evans Avenue. He stated that in order to address the question, he would recommend that the City undertake a two part study. The first part of the study would be to analyze the existing sewer capacity and the second part would analyze the required future sewer capaci ty. He indicated that the estimated total cost would be $5,000. e COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE CITY ENGINEER TO PROCEED WITH THE SEWER STUDY REGARDING THE CAPACITY OF THE SANITARY SEWER LINE IN MAIN STREET SERVING THE AREA EAST OF EVANS AVENUE. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-0.
