<br />City Council Minutes <br />June 11, 1990 <br /> <br />Page 4 <br /> <br />e <br /> <br />Stephanie indicated that the County has agreed to go ahead with the <br />process and that the main purpose of their visit with the Council was <br />to inform the Council of the County's intentions regarding the GIS <br />Mapping System. <br /> <br />5.2 Evans Avenue Feasibility Studx <br /> <br />Terry Maurer, City Engineer, stated that the feasibility study for <br />street reconstruction, storm sewer and sidewalk improvements on Evans <br />Avenue north of Main Street was authorized by the City Council. He <br />stated a petition for these improvements from the Guardian Angels Home <br />and Guardian Angels Foundation was originally received in October, 1989. <br /> <br />Mr. Maurer stated that Evans Avenue is currently 40' wide, has surface <br />and drainage problems. He stated that he is proposing to rebuild the <br />road and have storm sewer extended north of Main Street. He further <br />indicated that he is proposing to narrow the road to 36', which would <br />still allow two lanes of traffic with parking on one side. He <br />indicated that the purpose of narrowing the road would be to add a <br />pathway along Evans Avenue and extend it between the car wash and the <br />Coast to Coast hardware store as an access to the Elk River Plaza <br />Shopping Center. <br /> <br />e <br /> <br />Carol Mills from the Guardian Angels Foundation requested that the <br />sidewalk being proposed be about 6' wide so as to accommodate wheel <br />chairs. <br /> <br />Pat Klaers, City Administrator, indicated that the apartment owners <br />along Evans Avenue had not been notified of tonight's meeting. He <br />indicated that Carol Mills had been notified as a courtesy because of <br />the fact that she had signed the petition for the project. The City <br />Administrator informed the Council that the next step in the process <br />would be to hold a public hearing and that all property owners would be <br />notified of this meeting. <br /> <br />Carol Mills stated that the Guardian Angels Board discussed the fact <br />that they did not feel it would be fair for them to pay for the storm <br />sewer. <br /> <br />Tim Keane, City Attorney, advised the Council to consider getting the <br />opinion of an appraiser to look at the impact on the properties and to <br />make certain that the properties would be benefitted by the project. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 90-23, A RESOLUTION <br />RECEIVING THE FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON THE <br />IMPROVEMENT IN THE MATTER OF THE EVANS AVENUE IMPROVEMENT ON 1990. <br />COUNCILMEMBER KROPUENSKE SECONDED THE M01'ION. THE MOTION CARRIED 3-0. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE AN APPRAISAL OF THE <br />BENEFITTED PROPERTIES REGARDING THE EVANS AVENUE IMPROVEMENT WITH THE <br />APPRAISING FIRM TO BE LEFT TO THE DISCRETION OF THE CITY STAFF. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br />
