<br />City Council Minutes <br />June 11, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />Mr. Rohlf indicated to the Council that the two items he did not <br />address in his memo related to the boxes for the Shopper, which is a <br />paper delivered in the. City of Elk River, and the firewood stored on <br />the property. He stated that the firewood was addressed by a previous <br />Council in 1985 and allowed to be on the property, and also indicated <br />that he felt the boxes for the Shopper pick up served a purpose within <br />the City. <br /> <br />Mr. Rohlf encouraged the City Council to authorize the City to plant <br />trees on the boulevard to help screen the trucks of the Morrell <br />Transfer site. <br /> <br />Acting Mayor Schuldt questioned whether Mr. Morrell was aware of the <br />environmental reports done by Liesch and Associates. The City <br />Administrator stated that the testing related to surface soils and <br />underground storage tanks and further stated that the results of the <br />test showed that everything was clean. <br /> <br />e <br /> <br />Mr. Gene Zappa stated that his items do not stay on the property for <br />more than one to two weeks. He stated that there is a continuous <br />rotation of his items and that he has kept the property as clean as <br />possible. He further indicated that he has performed this service to <br />the community for the past twenty years and also stated that the <br />batteries which he stores are kept on pallets. Mr. Zappa indicated <br />that he will have very little area in which to work in if he is forced <br />to screen the area. <br /> <br />Steve Rohlf stated that there is a concern with the batteries regarding <br />contamination of the soil. He further indicated that there is a lining <br />which can be used to put under the batteries to ensure that <br />contamination does not take place. Mr. Rohlf stated that although the <br />screening would restrict Mr. Zappa's movement on the site, it is a <br />compromise to removing the operation completely. <br /> <br />Mr. Morrell stated that he is in agreement with the memo from the <br />Building and Zoning Administrator and further that he has already <br />completed several of the items outlined in the memo. <br /> <br />Councilmember Holmgren stated that the most unsightly area of the <br />property is the corner of Jackson Avenue and School Street. He stated <br />that he would be in favor of the Ci ty planting boulevard trees in the <br />area so as to screen the trucks from the street. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ACCEPT THE CONDITIONS AS OUTLINED IN <br />THE MEMO BY THE BUILDING AND ZONING ADMINISTRATOR STEVE ROHLF, DATED <br />JUNE 7, 1990. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 3-0. <br /> <br />e <br /> <br />It was the consensus of the City Council to pay for the trees to be <br />planted in the boulevard area along Jackson Avenue near Mr. Morrell's <br />business as well as paint for a trailer owned by the Boy Scouts. <br />
