<br />City Council Minutes <br />April 2, 1990 <br /> <br />Page 4 <br /> <br />e <br /> <br />Councilmember Schuldt questioned whether the Building Official will be <br />doing rental inspections or residential interior inspections. The <br />Building and Zoning Administrator indicated that the City is <br />considering doing rental inspections which would consist of inspecting <br />the inside of multi-family residential units for minimum health safety <br />and welfare standards. He further stated that it would consist of <br />inspecting the outsides of the rental units in regard to a lawn being <br />put in and the buildings being painted. The Building and Zoning <br />Administrator further stated that there would be no indoor inspections <br />of private single family homes. <br /> <br />Councilmember Holmgren indicated that the Assessor's Office visits the <br />homes in Elk River once every four years. He suggested working on a <br />team basis with the Building Official. The Building and Zoning <br />Administrator stated that he would be in favor of the Assessor and the <br />Building Official visiting the rental units at the same time. <br /> <br />e <br /> <br />Steve Rohlf, Building and Zoning Administrator, stated that the <br />Recycling Coordinator would be working on recycling goals for the City <br />of Elk River. Mayor Tralle questioned Mr. Schmitz whether he would be <br />working toward a voluntary or mandatory recycling program. The Mayor <br />stated that the Council favored a phased-in approach starting with a <br />voluntary program. He further stated that it would help to educate the <br />people in the City prior to implementing a program. Mayor Tralle <br />further stated that there has been a request for a compost site. Steve <br />Rohlf stated that the City will be looking at a curbside collection <br />program by this summer. He further stated that he has eliminated the <br />Ci ty oil drop off site and that there are four locations wi thin the <br />Ci ty of Elk River which will take used oil. The Building and Zoning <br />Administrator indicated that the Recycling Coordinator will be working <br />on paper recycling in the City Hall and further that he will be working <br />on a compost site. <br /> <br />The Building and Zoning Administrator reviewed with the Council the <br />1990 zoning goals. Mayor Tralle stated that the sign ordinance was <br />listed as one of the zoning goals. He indicated that he has met with <br />the Planning Commission Chair and that the sign ordinance will be heard <br />by the Planning Commission at the April 17 meeting. <br /> <br />The Building and Zoning Administrator reviewed the summary of the <br />Annual Report with the Council. He summarized by stating that <br />commercial and industrial growth will take city encouragement by <br />providing city services. <br /> <br />-- <br /> <br />Councilmember Holmgren questioned the goal regarding rethinking and <br />reemphasizing the goals set forth in the 1988 Growth Management Plan. <br />Councilmember Schuldt stated that he felt the Planning Commission and <br />Council should review the Growth Management Plan. The Building and <br />Zoning Administrator stated that the City should make sure the plan is <br />what the City needs and that the City should follow through with the <br />plan. He indicated that people rely heavily on the Growth Management <br />Plan and that he has had negative comments from people regarding the <br />Ci ty not following the plan.
