COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION CARRIED 4-0. <br /> <br />5.2 <br /> <br />Buildin~ and Zonin~ Annual Report <br /> <br />Steve Rohlf, Building and Zoning Administrator, introduced Gary <br />Schmitz, Recycling Coordinator and Janelle Szklarski, Zoning Assistant, <br />to the City Council. <br /> <br />Steve Rohlf, Building and Zoning Administrator, presented the Building <br />and Zoning Department 1989 Annual Report to the City Council. Mr. <br />Rohlf began by showing the increase of multi-family and residential <br />growth in Elk River. He explained that the percent of multi-family <br />dwellings in Elk River increased from 10.4% in 1980 to 21.9% in 1989. <br />Mr. Rohlf stated that he felt 21. 9% of multi-family dwelling is a <br />li ttle high and would feel more comfortable around 18 to 20%. He <br />stated that the best way to control the multi -family increase in Elk <br />River would be through zoning. Discussion was held by the Council on <br />the strain on city services which multi-family creates. Mayor Tralle <br />indicated that he would like to be kept informed of the percentage of <br />multi-family. He indicated that this was important to the City of Elk <br />Ri ver because the survey results indicated that people wanted to keep <br />Elk River rural in nature. <br /> <br />e <br /> <br />Mayor Tralle questioned the Building and Zoning Administrator regarding <br />the number of available residential lots. The Building and Zoning <br />Administrator explained that in 1990, the City estimates that there <br />will be a backlog of 150 residential lots. He stated that the staff is <br />estimating that single family growth in Elk River will be at <br />approximately 150 to 180 homes and further stated that unless more lots <br />are platted, single family residential growth will greatly drop in 1991 <br />or 1992. The Building and Zoning Administrator explained to the <br />Council that he is not placing any judgements on the amount of <br />residential growth or lack of growth in Elk River, but that he is <br />making the Council aware of the situation. He stated that growth is <br />healthy but is not sure how much growth the Council wants to promote. <br /> <br />The Building and Zoning Administrator indicated that 1990 will prove to <br />be a very strong year for commercial and industrial growth; however, <br />beyond 1990, without the expansion of city sewer and water, commercial <br />and industrial growth will slow down. Councilmember Kropuenske stated <br />that if the City does not find a way to fund city services, it will <br />choke Elk River because industrial and commercial growth will grow <br />around Elk River. <br /> <br />e <br /> <br />The Building and Zoning Administrator reviewed the accomplishments of <br />Terry Zajac, Residential Building Inspector and Cliff Skogstad, <br />Building Official. He stated that both inspectors have done a good job <br />and have provided quality inspections regardless of the rapid growth <br />taking place in Elk River. <br />
