<br />City Council Minutes <br />April 2, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />4. <br /> <br />Open Mike <br /> <br />4.1 Dick Moore-Mork Clinic <br />Mr. Dick Moore, of Mork Clinic, appeared before the City Council. <br />He stated that he wanted to clear up any misunderstandings <br />regarding the City Council and the Mork Clinic operation. He <br />stated that the City of Elk River has fulfilled their part of the <br />Mork Clinic operation 100% and that although Mork Clinic had <br />problems between the two attorneys, none of these problems <br />reflect on the City Council. He thanked the Council and stated he <br />is happy with the progress. Mayor Tralle thanked Mr. Moore for <br />coming before the Council and stated that the Mork Clinic would be <br />a welcome addition to the City of Elk River. <br /> <br />4.2 Occupational Therapy Month Proclamation <br />Mayor Tralle indicated that Meagan Mahoney Keiser, a registered <br />Occupational Therapist at the Elk River Nursing Home, has <br />requested that the City Council proclaim the month of April as <br />Occupational Therapy month. Mayor Tralle signed the proclamation <br />thereby proclaiming April, 1990, as Occupational Therapy month. <br /> <br />e <br /> <br />4.3 Emer~ency Action Plan for Elk River Dam <br />Phil Hals, Street/Park Superintendent, distributed the emergency <br />preparedness and response plan for the Elk River Dam. The Council <br />reviewed the plan with Mr. Hals. Mr. Hals indicated that the plan <br />would be reviewed and tested yearly. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE EMERGENCY PREPAREDNESS <br />AND RESPONSE PLAN. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br />THE MOTION CARRIED 4-0. <br /> <br />4.4 Russ Anderson <br />Russ Anderson appeared before the Council with a request for a <br />$6,000 expenditure for the aerial platform truck which has been <br />ordered. He stated that they will be redesigning the platform on <br />the top of the ladder due to a new design recently approved by <br />OSHA. Mr. Anderson further stated that this design was approved <br />after the bidding process and that the design would be safer and <br />more convenient for the firefighters. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO AUTHORIZE THE EXPENDITURE OF <br />$6,000 FOR THE REDESIGN OF THE PLATFORM ON TOP OF THE LADDER OF <br />THE FIRETRUCK. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />5.1 <br /> <br />Air Samplin~ Device <br /> <br />e <br /> <br />Phil Hals, Street/Park Superintendent, indicated that UPA has requested <br />permission to construct an air sampling device which would be monitored <br />by the University of Minnesota at Orono Park. Mr. Hals stated that the <br />purpose of the study was to look at the dioxin emissions from <br />incinerators. He explained that the si te needs electrical power and <br />that the sampler would be located in a 20' x 20' chain link enclosure <br />and that the facility could be in use for up to two years. <br />
