He indicated that this is being pursued by Mr. Santwire in <br />order for him to put together a more attractive development proposal <br />adjacent to this parcel of property. <br /> <br />Mr. Klaers indicated that the other parcel that is subject to <br />development activity is the property off of 191 1/2 Avenue, west of <br />Jackson Avenue. He stated that the City is purchasing one lot east of <br />the site where Pete Rohlf developed a mini -storage building in 1989. <br />Mr. Klaers indicated that the original intent of this property purchase <br />by the City was to improve the drainage in the area. Mr. Klaers <br />indicated that Mr. Pete Rohlf had approached the City to determine <br />whether or not the City would be interested in trading lots with him, <br />as he owns the lot directly west of the mini -storage site and it was <br />his feeling that his lot would serve the City's needs much better than <br />the lot the City is currently attempting to purchase. <br /> <br />e <br /> <br />Mr. Klaers distributed a letter from the City Engineer regarding the <br />lot swap with Mr. Pete Rohlf. The City Administrator indicated that <br />according to the City Engineer's letter, both lots are the same size <br />and have the same dimensions. The City Administrator indicated that <br />Mr. Pete Rohlf has plans for a proposed mini-storage on the lot he <br />currently owns. He indicated that if the City is considering trading <br />lots with Mr. Rohlf; then when Mr. Rohlf makes application for his <br />conditional use permit for a mini-storage, the City's name will also <br />have to be on the application as the City presently owns the lot. <br /> <br />Councilmember Schuldt indicated that he did not feel it was appropriate <br />that the City sign the application for the mini storage. Mayor Tralle <br />indicated that the City should explore the two issues at the present <br />time and deal with mini storage at another date. It was the consensus <br />of the City Council to direct the City staff to take look at these two <br />situations and do what is appropriate for the City. Councilmember <br />Kropuenske indicated that it makes sense to get the best drainage <br />possible on the lot and indicated that by swapping lots with Mr. Rohlf <br />both parties benefit. The City Administrator indicated that if the <br />City trade lots with Mr. Rohlf, the City will not allow any intensity <br />of development to happen. <br /> <br />Pete Rohlf was present at this meeting. He indicated to the Council <br />that if the City decides to trade lots with him, he wants the Council <br />to be aware that he is considering mini storage for the lot. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO RECOMMEND THAT THE CITY STAFF PURSUE <br />THE POTENTIAL PROCESS OF THE LOT SWAPS ON THE TWO PROPERTIES DESIGNATED <br />IN MEMO 7.2 AND THAT THEY MAY PROCEED IF ALL THINGS ARE APPLICABLE FOR <br />THE JOINT APPLICATION AND THAT STAFF INVESTIGATE PARK USAGE FOR THE <br />LOTS RECEIVED AND FURTHER THAT THE TRADE BE CONTINGENT UPON THE <br />AFFIRMATIVE RECOMMENDATION OF THE CITY ATTORNEY. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-1. Councilmember <br />Schuldt opposed. <br />
