City Council Minutes March 5, 19 0 e 6. L Librar Page 2 Mick S offers, Elk River Public Librarian, presented her annual report to the City Council. She indicated that the major expense for 1989 was the pu chase of a micro film reader printer. She also indicated that the Bo rd is working on a proposal to use some of the City's reserve funds to start initial stages of expansion of the Library building. Counci member Holmgren indicated that the Community Center Task Force had su gested that the Community Center look at housing the Library. He ind. cated that perhaps the Library Board put a delay on their plans for ex ansion until a recommendation is made by the Community Center Task Free. The Council thanked Mick Stoffers for the Library annual report 6.2. Street De artment Annual Re ort Phil Hals Phil als, Street Superintendent, gave a slide presentation to the Counci as he presented his annual report. Phil Hals highlighted the major ccomplishments by the Street Department in 1989 and complimented his st ff for their enthusiasm and efficiency. 6.3. Admini e Sandy hackeray, City Clerk, presented the Administration annual report to the Council. She indicated that the secretarial services provided throug Administration staff were accomplished by Alice Heinecke, Brenda Ebner and the City Clerk. She reviewed with the Council some of the ma .or accomplishments which took place in 1989 and also discussed projec s which will be considered for 1990. 7.1. ion on Decision Resources Results and Data Pat Kl ers, City Administrator, informed the Council that information contai ing results and data of the Community Survey by Decision Resour es, Inc. is available at City Hall. COUNCI MEMBER HOLMGREN MOVED TO ACCEPT THE SURVEY RESULTS OF THE COMMON TY SURVEY PRESENTATION BY DECISION RESOURCES INCORPORATED. COUNCI MEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.2. Discus ion on Tax Forfeited Pro ert The Ci y Administrator explained that the City is attempted to purchase two ta forfeited properties within the next two weeks. He indicated that b th of these properties relate to possible development activities in 199. One of the properties being purchased is off of Auburn Place and i one acre in size located in a congested neighborhood. He indica edthat the original purpose of pursuing the parcel was to provid open space and recreational opportunities in this rteighb rhood. Mr. Klaers indicated that development is being proposed.. for Ba ringtori Place properties, which is adjacent to the lot the City will b purchasing off of Auburn Place. Mr. Santwire is proposing a possib e reconfiguration of the lots once the City purchases the e
