City Council Minutes March 5, 1990 Page 4 e 7.3. Discussion RecYclin~ Coordinator The City Administrator informed the Council that Janelle Szklarski has accepted the position of Zoning Assistant. He further indicated that the City has received over 80 applications for the Recycling Coordinator position and indicated that after reviewing the applications, it was felt that none of the applicants had the generalist background that is necessary for the individual in this posi tion to adapt to other duties that may be assigned. He indicated that staff is recommending the hiring of Mr. Gary Schmitz from Prior Lake for this position. He indicated that Mr. Schmitz was second in position for the Zoning Assistant position and further, that Mr. Schmitz also applied for the Recycling Coordinator position. The City Administrator indicated that the majority of Mr. Schmitz work load would be recycling for at least the first year and after that, it is anticipated that he will assist the Building and Zoning Administrator in zoning enforcement issues and other environmental issues. He further indicated that Mr. Schmitz has an interest and background which would be able to assist the Park and Recreation Commission. The City Administrator stated that in the future he can see this person taking on the title of Zoning Assistant or possibly the Administrative Assistant. e COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE HIRING OF GARY SCHMITZ FOR THE POSITION OF .RECYCLING COORDINATOR. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.4. Soecial City Council Meetin~s COUNCILMEMBER HOLMGREN MOVED TO CALL A SPECIAL CITY COUNCIL MEETING ON MARCH 21, 1990, AT 6:00 FOR THE PURPOSE OF PERSONNEL DISCUSSIONS WITH THE PERSONNEL CONSULTANT AND ALSO TO CALL A SPECIAL MEETING ON MARCH 28, 1990, AT 6:00 P.M. FOR THE PURPOSE OF A CIP WORK SESSION, BOTH TO BE HELD AT ELK RIVER CITY HALL. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 8. Check Re~ister COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CHECK REGISTER. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.5. City Administrator Uodate The City Administrator informed the Council that over the past several months, the Police Department has received complaints about refuse trucks spilling garbage on the highways. He indicated that the Police Chief has submitted a memo to all Patrol Officers requesting them to take an aggressive role in stopping the trucks which are spilling garbage and issuing citations to these haulers. e
