<br />City Council Minutes <br />February 12, 1990 <br /> <br />Page 8 <br /> <br />e <br /> <br />Mr. Foster indicated that they would not be constructing fourplexes in <br />the proposed plat. He indicated that they would be constructing four <br />duplexes and one threeplex. <br /> <br />Mayor Tralle indicated that the land value is much too high to put up a <br />fourplex and, therefore, he felt comfortable with zoning the area to <br />R-2b. Councilmember Kropuenske also indicated that due to the value of <br />the property, he would prefer to see the property zoned R-2b. <br /> <br />Councilmember Schuldt indicated that he is opposed to the R-2b zoning <br />and his primary interest is to protect the neighborhood. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT ORDINANCE 90-2, AN ORDINANCE <br />AMENDING THE CITY OF ELK RIVER'S ZONING MAP TO ZONE LOCATED ON THAT <br />PORTION OF THE PROPOSED PLAT OF BAILEY-BECK ADDITION OF BLOCK 2, FROM <br />R-1C, SINGLE FAMILY RESIDENTIAL, TO R-2B, TO TOWNHOUSE MULTI FAMILY <br />RES IDENT I AL . MAYOR TRALLE SECONDED THE MOT I ON . THE MOT I ON CARR I ED <br />4-1. COUNCILMEMBER SCHULDT OPPOSED. <br /> <br />Mr. Rohlf indicated the Land Use Map would not need to be amended for <br />this zone change. <br /> <br />5.3. Preliminary Plat Review for Bailey-Beck Addition by R & D <br />4It Development/Public Hearin~ <br /> <br />Mayor Tralle indicated that R & D Development is proposing a plat <br />consisting of sixteen single family lots and eleven townhouse units. <br />Steve Rohlf, Building and Zoning Administrator, indicated that all <br />proposed units will have City water and sewer. <br /> <br />Ri ta Johnson, Planning Commission Representative, indicated that the <br />Planning Commission recommended approval of the application with <br />seventeen conditions as stated in the Building and Zoning <br />Administrator's memo dated February 7, 1990. Ms. Johnson further <br />indicated that the Planning Commission discussed the fact that there <br />are safety concerns regarding the lack of street lights at the <br />intersection of the Upland Avenue and Highway 10. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Dick Hinkle, Representative of the Masonic Lodge, questioned whose <br />responsibility it would be to pay for the cul-de-sac on Tipton Avenue. <br />It was indicated by the Council that this would be negotiated between <br />the two owners and further that it would not be an assessable project. <br /> <br />e <br /> <br />Jeff Vasser stated that the Developer's had purchased land from his <br />father, who is now deceased. He indicated that at the time that the <br />land was purchased, his father was told that the land would be used for <br />a buffer zone to buffer adjoining properties. He indicated that it <br />does not look like the land will be used for a buffer zone according <br />the proposed preliminary plat. Mr. Vasser further indicated that he <br />did not have anything in writing from the developers regarding the <br />
