<br />City Council Minutes <br />February 12,1990 <br /> <br />Page 7 <br /> <br />e <br /> <br />5.7 Sewer and Water Assessments for Sandoioer Estates I and II <br /> <br />Mr. Gagne approached the Council and indicated that he has been waiting <br />for close to three years for sewer and water to be installed in <br />Sandpiper Estates. He indicated that he submitted a letter to Steve <br />Rohlf requesting that Sandpiper Estates be placed in the same category <br />as the present housing in the area and that if a trunk line is <br />installed he would not be assessed for at least five years. Mr. Gagne <br />has indicated that they have not been able to market the 44 one acre <br />lots because of the probability of sewer and water coming in the <br />future. He indicated that he did have some builders who are willing to <br />buy the lots and build immediately if the five year deferment on the <br />assessments would be put into effect. Steve Rohlf, Building and Zoning <br />Administrator, indicated that it would not be appropriate for the City <br />commit to no assessments for Mr. Gagne's lot. Mr. Gagne questioned <br />whether there was anything the Council could do in order to help <br />expedite the sale of the lots. He indicated that his taxes on the lots <br />will be increased this year and that it is getting very costly to <br />maintain the lots. Mayor Tralle authorized staff to discuss this <br />problem with Bill Weber the City's Planner, and Terry Maurer the City's <br />Engineer and to see if some type of solution could be decided. <br /> <br />e <br /> <br />5.2. Zone Chan~e Reauest by R & D Development/Public Hearin~/ZC-90-001 <br /> <br />Mayor Tralle indicated that R & D Development is requesting a zone <br />change from R-lc to R-2b on the portion of the proposed plat of <br />Bailey-Beck Addition, which is Block 2. <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that R-2b <br />allows townhouse and multi-family residential buildings containing up <br />to four units. Mr. Rohlf indicated that the Planning Commission <br />recommended denial to the R-2b zone, but indicated that they would <br />recommend approval for zoning to an R-2a which would accomodate two- <br />unit buildings. Mr. Rohlf further indicated that the petitioners have <br />agreed to have the R-2a considered. However, it is their preference to <br />have the zoning R-2b. <br /> <br />Arlon Fuchs, Planning Commission Representative, indicated that the <br />Planning Commission recommended denial of the R-2b zone change request <br />because they felt that four-unit buildings would not fit into a single <br />family neighborhood. <br /> <br />Rick Foster, Developer of R & D Development, indicated that it was <br />their preference to have the zone change remain as R-2b. Steve Rohlf, <br />Building and Zoning Administrator, cautioned the City Council not to <br />consider what is proposed because you cannot set condi tions on a zone <br />change. <br /> <br />e <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br />
