He indicated that there is a notable improvement in the <br />operation from two years ago. Councilmember Schuldt questioned if <br />the owner of the Landmark has been informed that the parking area <br />must be hardsurfaced and directed staff to pursue the <br />hardsurfacing of the existing parking area. Mayor Tralle <br /> <br />indicated that the Landmark Motel came up during the Board of <br />Review in 1989. He indicated that property values on both sides <br />of the Landmark had been lowered due to the existing condition of <br />the Landmark Motel. <br /> <br />5. Comprehensive Water Mana~ement Plan <br /> <br />e <br /> <br />Steve Rohlf indicated that Sherburne County is considering a <br />Comprehensive Water Management Plan. He indicated that Sherburne <br />County may be transferring control of the County ditches to the <br />Ci ty. The Council discussed the ramifications of this action <br />should this take place. Mayor Tralle questioned whether the <br />County could just hand the ditches over to the Ci ty making the <br />Ci ty fully responsible for the ditches. Council requested staff <br />to research the situation and determine what exactly the City's <br />rights are in this type of situation. <br /> <br />6.1 Consider EDA Resolution <br /> <br />The City Administrator indicated that the Economic Development <br />Authority has recommended that the number of Commissioners for the EDA <br />be increased by two. He indicated that because of this an amendment to <br />Resolution 87-63 must be made allowing for two non-Councilmembers to <br />serve on the EDA. Mayor Tralle indicated that it would important that <br />no more than three of EDA members leave office at one time. Discussion <br />was held regarding the term of office for EDA Commissioners. <br /> <br />It was the Council's consensus that one of the At Large Commissioners <br />shall expire on 12/31/91 and the other on 12/31/93 and thereafter all <br />At Large Commissioners shall serve six year terms. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 90-5, A RESOLUTION <br />MODIFING THE ECONOMIC DEVELOPMENT AUTHORITY FOR THE CITY OF ELK RIVER. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.2 Consider EDA Appointment <br /> <br />The City Administrator indicated that the City had received two letters <br />of interest for consideration of appointment to the EDA. He indicated <br />that the letters of interest were submitted from Jeff Gongoll and Pat <br />Dwyer. <br /> <br />e <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPOINT PAT DWYER TO THE EDA WITH HIS <br />TERM EXPIRING ON 12/31/91, AND ALSO TO APPOINT JEFF GONGOLL TO THE EDA <br />WITH HIS TERM EXPIRING ON 12/31/93. COUNCILMEMBER KROPUENSKE SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br />
