There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CONDITIONAL USE PERMIT <br />REQUEST BY ABIDING SAVIOR EVANGELICAL CHURCH TO ALLOW AN INSTITUTIONAL <br />USE (CHURCH) ON PROPERTY ADJACENT TO COUNTY ROAD #1 AND 193RD AVENUE <br />WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. That the parking and drive be hardsurfaced and striped. That the <br />drive be made three lanes, one entrance, two exits: The left exit <br />lane being a left hand turn lane and the right exit being a right <br />hand turn lane. <br /> <br />2. That the Church be required to provide one parking stall for each <br />four seats in the main sanctuary as per City Ordinance. <br /> <br />3. That the exterior of the Church be brick as proposed on the <br />attached plans. <br /> <br />4. That the lighting for the parking lot be as per City Code. <br /> <br />5. <br /> <br />That to the maximum extent possible the natural vegetation on the <br />site (trees and grass) be left undisturbed. The areas disturbed <br />by construction on the lot must be stabilized with at least grass <br />and a minimum of trees and shrubs. Further, that evergreens be <br />planted on the west side of the proposed parking lot extending 15 <br />feet south of the south end of the parking lot to screen it from <br />the adjacent residential dwelling. Lastly, utilities on site and <br />the proposed freestanding sign must be screened with plantings. <br /> <br />e <br /> <br />6. That the Church petition for the improvement of 193rd Avenue which <br />waives their right to appeal the improvement. <br /> <br />7. That the Church be allowed, for the time being, to utilize an on <br />site septic system, the design calculations of which must be by a <br />certified designer after a perc test. <br /> <br />8. That signage for the Church be as per City Code with the <br />freestanding sign proposed having its pillars constructed of brick <br />as proposed. <br /> <br />9. That prior to building permit issuance, a grading plan with <br />drainage elevations be approved by the City Engineer. Further, <br />that the Church gain the appropriate drainage easements, if <br />needed, and that the parking area be drained by storm piping as <br />recommended by the City Engineer. <br /> <br />e <br /> <br />10. That if a dumpster is placed on the site it be screened in a <br />design architecturally harmonious with the design of the Church <br />building. <br /> <br />11. That no mechanical units be allowed on the roof of the Church <br />building. <br />
