<br />City Council Minutes <br />February 12, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />5.1 Administrative Subdivision ReQuest by Larry CzYscon/P.H./AS-90-002 <br /> <br />Mayor Tralle indicated that Larry and Joanne Czyscon have applied for <br />an Administrative Subdivision to split a 20 acre parcel of land into 2 <br />10 acre parcels. Steve Rohlf, Building and Zoning Administrator <br />pointed out the location of the affected property. Mr. Rohlf indicated <br />that there is a swamp located between Pascal Street and the buildable <br />site on the northernmost lot. He stated that Mr. Czyscon has roughed <br />in a location for a driveway to access that lot. <br /> <br />Mayor Tralle opened the public hearing. 'I'here being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUESTED BY LARRY CZYSCON TO SPLIT A 20 ACRE PARCEL INTO TWO 10 ACRE <br />PARCELS WITH THE FOLLOWING S'l'IPULATIONS: <br /> <br />1. That $350 in Park Dedication be paid to the City for the newly <br />created lot. <br /> <br />e <br /> <br />2. That the northernmost lot have a minimum 160' of frontage and that <br />the southernmost lot have a minimum of 30' abutting the improved <br />portion of Pascal St. and 200th Avenue. <br /> <br />3. <br /> <br />That prior to recording this lot split the Czyscon's provide City <br />staff with a survey verifying stipulation #2. <br /> <br />4. That the construction of the driveway on the northern portion of <br />this lot meet all DNR and Army Corps of Engineer regulations. <br />Further, that the holding capacity of the swamp that needs to be <br />skirted with the drive to access the northern parcel is not <br />diminished. Lastly, that the swamp in this area be left in its <br />natural state as much as possible. <br /> <br />5. That the proposed lot line does not create an encroachment to <br />existing structures. <br /> <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.4 Conditional Use Permit/Abidin~ <br />Church/P.H./CU-90-003 <br /> <br />Savior <br /> <br />Evan~elical <br /> <br />Lutheran <br /> <br />e <br /> <br />Mayor Tralle indicated that Abiding Savior Evangelical Lutheran Church <br />is requesting approval of a conditional use permit to allow an <br />institutional use; a church. He stated that the church is proposed on <br />property adjacent to the intersection of County Road #l and 193rd <br />Avenue. Arlon Fuchs, Planning Commission Representative, indicated <br />that the Planning Commission recommended approval with the stipulations <br />set forth in the memo from the Building and Zoning Administrator dated <br />February 7, 1990. The Building and Zoning Administrator reviewed with <br />the Council the stipulations set forth by the Planning Commission. <br />
