Since the Utility Commission and <br />School District involvement is also required for this project, the <br />possibility that this intersection may not be improved until 1991 was <br />noted. <br /> <br />It was the consensus of the City Council to attempt to have the <br />Fillmore Street improvement project delayed later that its scheduled <br />1991 date. Staff was requested to review the City commitment to <br />upgrade this road when the Hidden Creek Plat impact fee was obtained <br />and to discuss this issue with the Developer of this project. <br /> <br />It was the consensus of the City Council to have the City Engineer <br />contact MnDOT regarding the status of the signal for the intersection <br />of Highway 169 and 193rd Avenue. It was acknowledged that this <br />improvement is needed but that it can be delayed until after 1990 and <br />until a petition is received from a developer in the area for this <br />improvement. City expenses for this project would come from the MSA <br />Fund. <br /> <br />e <br /> <br />It was the consensus of the City Council to have the staff proceed <br />with a sidewalk replacement program. This issue was discussed in the <br />Fall of 1989 when certain sections of sidewalk were repaired, removed <br />or replaced. The City's share, above assessment to benefited property <br />owners, for this project would come from the City Capital Projects Fund. <br /> <br />It was the consensus of the City Council to finance the purchas~ of <br />the tax forfeited properties that the City authorized to be purchased <br />in early 1990 from the Capital Projects Fund. The total cost of these <br />land purchases is estimated at $8,000. <br /> <br />The City Council directed staff to investigate the Waco Street and <br />bridge improvement project as soon as practical. It was noted that <br />this project, from start to finish, would take approximately five <br />years, including two years of actual construction. Staff noted that it <br />would pursue the review of necessary right-of-way for this project and <br />investigate the possible purchase of land for this project. If funds <br />are needed before MSA .monies are available for this right-of-way <br />purchase then the City would use its Capital Projects Fund, TIF money, <br />and its self-insurance fund. <br /> <br />e <br /> <br />It was the consensus of the City Council that the Dodge Avenue and <br />Fifth Street improvement project was a high priority but that the <br />project would have to wait until a petition was received for this <br />improvement. The estimated cost of the project for Dodge Avenue is <br />$200,000 and the City's share would be $100,000. These funds would <br />come from the Street Reserve Fund ($75,000) and the Capital Projects <br />Fund ($25,000). The City's share for the improvement of Fifth Street <br />would be approximately $25,000 (Capital Projects). Additional funds <br />would have to be made available for the sewer and water improvements <br />that are necessary in this area. If possible, the City Council desired <br />this project to be planned in 1990 and constructed in 1991. <br />
