<br />City Council Minutes <br />January 31, 1990 <br /> <br />Page 3 <br /> <br />e <br /> <br />It was the consensus of the City Council that the improvement of <br />Railroad Drive and 3rd Avenue was a high priority. The total cost of <br />the project, excluding beautification elements, is estimated at <br />$225,000. Assessments to benefited property owners were estimated at <br />$50,000 with the City's share being $175,000. Of this total, $135,000 <br />would come from 1991 MSA funds, $15,000 from the City Capital Projects <br />Fund, and $25,000 from the City Street Reserve. The City Council <br />desires for this project to be constructed in 1991, but acknowledged <br />that with the number of meetings with property owners, a 1992 <br />construction time frame may be more realistic. <br /> <br />It was the consensus of the City Council to have the Sewer Department <br />pursue the purchase of sufficient land for the spreading of the sewer <br />sludge that is generated at the sewer plant. <br /> <br />The City Council discussed the Riverbank protection project. <br />grant application was successful in 1990, matching funds <br />would have to be located. <br /> <br />If the <br />($15,000) <br /> <br />e <br /> <br />The City Council discussed the removal of old City Hall and the <br />possible construction of a cold storage facility that would temporarily <br />house police vehicles. The Council acknowledged that funds were <br />available for the removal of old City Hall from the City Hall Reserve <br />Fund and that funds were available for the construction of a cold <br />storage facility from the undesignated equipment reserve. No consensus <br />was reached on these issues and they will be discussed in further <br />detail at a follow up CIP work session. <br /> <br />It was noted by the City Administrator that the consensus items will <br />ei ther require City Council action at a formal meetinl?: or will be <br />incorporated into the C.LP. when drafted if no activity is to take <br />place on the project in 1990. <br /> <br />3. Schedule Next Meetin~ <br /> <br />By consensus, the City Council agreed to meet at 7:00 p.m. on <br />Wednesday, February 28, 1990, to continue the CIP work session. <br /> <br />4.
