INFORMAnON e MEMBERS PRESENT: MEETING OF THE ELK RIVER CITY COUNCIL HELD AT TH~ ELK RIVER CITY HALL CONFERENCE ROOM ~DNESDAY' JANUARY 31. 1990 Mayor Tralle, Councilmembers Holmgren, Schuldt, Dobel, and Kropuenske MEMBERS ABSENT: None STAFF PRESENT: Pat Klaers, City Administrator; Lori Johnson, Finance Director; Terry Maurer, City Engineer; Phil Hals, Streets/Parks Superintendent 1. Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:00 p.m. 2. Discussion on Capital Improvement Pro~ra~ e Pat Klaers, City Administrator, reviewed his 1/26/90 memo with the City Council that discusses the accomplishments from the 1/15/90 Capital Improvement Program (CIP) work session and the goals for this work session. The City Administrator indicated that since the work projects are known and available financing for various projects have been identified, it is now appropriate to start placing a priority ranking on various projects and attaching funding mechanisms to each project. The City Engineer distributed a memo dated 1/26/90, which was requested by the City Council at its 1/15/90 meeting. This memo from the City Engineer discussed the improvements and estimated costs for upgrading of Dodge Avenue, improvement of Railroad Drive, and upgrading the School Street/County Road 1 intersection. A general discussion took place regarding the identified projects and possible funding for each project. The projects and finances were displayed on large worksheets throughout the Conference Room. It was the consensus of the City Council that very few projects using MSA funds could be accomplished in 1990. This is due to the use of available MSA funds for the completion of the Tyler Street Project. What limited funds are available after this project would most likely be spent to finance various feasibility studies for future MSA projects that would take place in 1991 or beyond. . It was the consensus of the City Council to move forward as soon as possible with the improvement of the School Street and Proctor Avenue (County Road 1) intersection. The City Council strongly desired for this to be a 1990 construction project. The City Engineer was requested to provide a resolution for City Council action at a future meeting in order to begin the process of developing a feasibility study for this intersection. The project, at a minimum, requires additional turn lanes and also requires City/County coordination. It is estimated that the City's share for this project would be approximately $25,000.
