<br />INFORMAnON <br /> <br />e <br /> <br />MEMBERS PRESENT: <br /> <br />MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT TH~ ELK RIVER CITY HALL CONFERENCE ROOM <br />~DNESDAY' JANUARY 31. 1990 <br /> <br /> <br />Mayor Tralle, Councilmembers Holmgren, Schuldt, Dobel, and <br />Kropuenske <br /> <br />MEMBERS ABSENT: <br /> <br />None <br /> <br />STAFF PRESENT: <br /> <br />Pat Klaers, City Administrator; Lori Johnson, Finance <br />Director; Terry Maurer, City Engineer; Phil Hals, <br />Streets/Parks Superintendent <br /> <br />1. <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order at 6:00 p.m. <br /> <br />2. <br /> <br />Discussion on Capital Improvement Pro~ra~ <br /> <br />e <br /> <br />Pat Klaers, City Administrator, reviewed his 1/26/90 memo with the City <br />Council that discusses the accomplishments from the 1/15/90 Capital <br />Improvement Program (CIP) work session and the goals for this work <br />session. The City Administrator indicated that since the work projects <br />are known and available financing for various projects have been <br />identified, it is now appropriate to start placing a priority ranking <br />on various projects and attaching funding mechanisms to each project. <br /> <br />The City Engineer distributed a memo dated 1/26/90, which was requested <br />by the City Council at its 1/15/90 meeting. This memo from the City <br />Engineer discussed the improvements and estimated costs for upgrading <br />of Dodge Avenue, improvement of Railroad Drive, and upgrading the <br />School Street/County Road 1 intersection. <br /> <br />A general discussion took place regarding the identified projects and <br />possible funding for each project. The projects and finances were <br />displayed on large worksheets throughout the Conference Room. <br /> <br />It was the consensus of the City Council that very few projects using <br />MSA funds could be accomplished in 1990. This is due to the use of <br />available MSA funds for the completion of the Tyler Street Project. <br />What limited funds are available after this project would most likely <br />be spent to finance various feasibility studies for future MSA projects <br />that would take place in 1991 or beyond. <br /> <br />. <br /> <br />It was the consensus of the City Council to move forward as soon as <br />possible with the improvement of the School Street and Proctor Avenue <br />(County Road 1) intersection. The City Council strongly desired for <br />this to be a 1990 construction project. The City Engineer was <br />requested to provide a resolution for City Council action at a future <br />meeting in order to begin the process of developing a feasibility study <br />for this intersection. The project, at a minimum, requires additional <br />turn lanes and also requires City/County coordination. It is estimated <br />that the City's share for this project would be approximately $25,000. <br />
