<br />City Council Minutes <br />January 8, 1990 <br /> <br />Page 4 <br /> <br />-------------------- <br /> <br />e <br /> <br />the Task Force to consider a time line and have a recommendation for <br />the City Council by December 1, 1990. He further informed the Task <br />Force that the City has set no budget for the Task Force as they <br />would like to see the Task Force present their own budget. <br /> <br />Councilmember Holmgren stated that he is very interested and excited <br />about the Community Center Task Force. He further indicated that the <br />people within the group are there to represent the whole community, <br />not just the specific groups from which they were chosen. He further <br />stated that questions the Task Force should look at is "what is a <br />Community Center" and "where does it fit within the community." <br /> <br />After discussion by the Task Force, it was the consensus that the <br />first meeting of the Community Center Task Force would be held on <br />Monday, January 15, at 7:00 at the Elk River Library. <br /> <br />8. QheQ~ Re~ister <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CHECK REGISTER. <br />COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />Lori Johnson, Finance Director, indicated that she has received a <br />final pay estimate from Bauerly Brothers for the 165th Avenue <br />project. She indicated that the final request for payment is <br />$5,628.05. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE FINAL PAYMENT OF $5,628.05 TO <br />BAUERLY BROTHERS FOR 165TH AVENUE PROJECT. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />9. <br /> <br />Otl.1er Bu~iness <br /> <br />The City Administrator informed the Counci 1 that there is a need to <br />hold a special City Council meeting in order to discuss the Capital <br />Improvement Projects. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO CALL A SPECIAL WORK SESSION CITY <br />COUNCIL MEETING ON MONDAY, JANUARY 15, 1990, AT 3:00 P.M. TO BE HELD <br />AT THE ELK RIVER CITY HALL FOR THE PURPOSE OF DISCUSSING CAPITAL <br />IMPROVEMENT PROJECTS. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION CARRIED 4-0. <br /> <br />The City Administrator informed the Ci ty Council that the Park and <br />Recreation Commission requested that the City spend $1,300 for <br />materials which would include the purchase of grooming materials and <br />signs for the cross-country ski trails. The City Council had no <br />problems with the request. <br /> <br />e <br /> <br />The City Administrator informed the Council that there has not been a <br />closing on the railroad bed property as of this time. He indicated <br />that it is expected that the final documents will be signed shortly. <br /> <br />The City Administrator indicated that at the last EDA meeting, the <br />EDA moved to approve the use of excess TIF funds from Districts 1 and <br />
