<br />Elk River City Council Minutes <br />December 16, 1991 <br /> <br />Page 9 <br /> <br />. <br /> <br />Pat Klaers, City Administrator, indicated that the City staff is <br />recommending a 3.5% increase in the pay ranges for all nonunion <br />employees. He further indicated that there are some changes in the pay <br />resolution which the Council should consider. <br /> <br />Councilmember Kropuenske commented on item #11 regarding Liquor Store <br />employees receiving additional compensation of $1.50 per hour for <br />working certain holiday hours. He questioned why City employees <br />recei ve preferential treatment from private employees. He stated that <br />he did not feel Liquor Store or part time employees should receive <br />addi tional compensation for working days such as Saturday or Friday <br />before a holiday. Councilmember Kropuenske also indicated that under <br />item #4, pertai ning to the part time Liquor Store clerks salary, he <br />fel t that reaching the top in three years of $7.25 per hour is high <br />compared to private sector wages. <br /> <br />Councilmember Schuldt felt that all City employees should be allowed to <br />have the same increase as the police union employees, which was 4% and <br />further indicated he fel t the City employees should r'ecei ve the same <br />increase in clothing allowance as the Police Department received. <br /> <br />. <br /> <br />Councilmember Kropuenske indicated that those people working in the <br />clerical positions were being paid too high of wages compared to the <br />clerical posi tion8 in the private sector. Pat Klaers indicated that <br />the City does not have many choices in the matter because of the <br />Comparable \'/orth Law. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 91-77, A RESOLUTION <br />ADOPTING THE 1992 PAY PLAN FOR NONORGANIZED EMPLOYEES WITH THE <br />FOLLOWING CHANGES; THAT ITEM #1 BE CHANGED TO 4%, THAT ITEM #4 AND #1] <br />BE DELETED. MAYOR TRALLE SECONDED THE MOTION. MOTION FAILED 2-2. <br />Councilmembers Kropuenske and Holmgren voted against the motion. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE RESOLUTION 91-77, A <br />RESOLUTION ADOPTING THE 1992 PAY PLAN FOR NONORGANIZED EMPLOYEES AS <br />PRESENTED WITH THE ELIMINATION OF ITEMS #4 AND #11. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION FAILED 2-2. Mayor Tralle and <br />Councilmember Schuldt voted against the motion. <br /> <br />Mayor Tra11e indicated he felt. that all employees should receive the <br />same percentage of increase as the union employees. Councilmember <br />Holmgren indicated his concern regarding many of the department heads <br />being at the top of their pay ranges. He questioned what would happen <br />at that time. Pat Klaers indicated that once any employee is at the <br />top of his pay scale, they would receive only cost of living increases. <br /> <br />9. Check Re~ister <br /> <br />. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br /> <br />THE CHECK REGISTER. <br />THE MOTION CARRIED 4-0. <br /> <br />10.
