<br />Elk River City Council Minutes <br />December 16, 1991 <br /> <br />Page 5 <br /> <br />. <br /> <br />Mayor Tralle indicated that the net tax levy for the City of Elk River <br />is decreasing in 1992 by 1% from taxes for 1991. <br /> <br />Pat Klaers, City Administrator, indicated that the 1992 proposed <br />General Fund Budget amount is $2,836,600, which is a 2.89% increase <br />over the 1991 Budget. Pat Klaers reviewed the source of funds for the <br />] 992 Budget which included property tax, intergovernmental revenues, <br />charges for services, fines and forfeits, licenses and permits and <br />other revenues. He indicated that the City is experiencing a decrease <br />in Local Government Aid in 1992. <br /> <br />The City Administrator reviewed the expenditures for the 1992 proposed <br />budget. He indicated that several budget categories have decreased and <br />that there is only one new position planned for 1992 which is a laborer <br />for the publ ic works department. He further indicated that personnel <br />is about two-thirds of the City's budget. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Bill Pollard suggested that the City request the American Legion to <br />purchase the flags. Bill Pollard also questioned if the City's <br />reserves were improving. <br /> <br />. <br /> <br />There being no further comments from the public, Mayor TraUe closed <br />the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 91-76, A RESOLUTION <br />AUTHORIZING THE FINAL TAX LEVY FOR CALENDAR YEAR 1992. COUNCILMEMBER <br />SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE 1992 GENERAL FUND BUDGET AS <br />PRESENTED. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />8.1. Arts Council Presentation <br /> <br />. <br /> <br />Marcie Babcock, representing the Elk River Area Arts Council, presented <br />the City Council a summary report of income for the Arts Council from <br />8/1/89 to 12/13/91. She indicated she was uncertain as to what she was <br />allowed to use as income for the matching grant for the City of Elk <br />River. She reviewed t.he items on the handout. Councilmember <br />Kropuenske indicated that ticket sales of the Beachcombers and Mark <br />Twain events should only be used if there is a net revenue. Mayor <br />Tralle indicated that it was the intent of the City at the time of <br />granting the money to the Arts Council to challenge the Arts Council to <br />raise money from organizations and people wi thin the community. He <br />indicated he felt that the Arts Council is only reaching a small <br />portion of the Elk River area. Discussion was held regarding the small <br />turnout of people for the Arts Council events. Marcie indi cated that <br />the programs were not weU attended due to poor weather and because <br />they did not advertise enough for the programs. Councilmember <br />Kropuenske suggested that the City take no action until the Arts <br />Council raise an additional $2,200 to meet the matching grant. He <br />
