Other <br /> <br />Transport of RDF <br /> <br />Steve Rohlf indicated that he had received a call from NSP indicating <br />that they did not have enough fuel for UPA. He stated that they were <br />requesting to haul RDF during hours that were prohibited for hauling by <br />UPA's permi 1. Steve indicated he gave them permission to do so under <br />these circumstances. The Council concurred with Steve Rohlf's <br />recommendation. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED THAT NO DISCUSSION BE GIVEN TO THE <br />WESTWOOD PROJECT UNTIL BIDS ARE RECEIVED AND THE PUBLIC HEARING IS <br />OPEN. <br /> <br />Council member Holmgren felt that this would be denying the residents <br />their first amendment dghts. Mayor TraUe concurred with <br />Councilmember Kropuenske but indicated that he felt it would be best to <br />have no City Council comments when the subject is presented under open <br />mike. <br /> <br />COUNCILMEMBER KROPUENSKE WITHDREW HIS MOTION. <br /> <br />Steve Rohlf indicated that he has received a request to put up a large <br />sign on Highway 169 and School Street and on Highway 10 and Jackson <br />Avenue to adverti se a New Year's Eve party for teens and children put <br />on by a nonprofit organization. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ALLOW STAFF TO MAKE A DECISION ON THIS <br />MATTER. Councilmember Holmgren withdrew his motion. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO WAIVE THE SIGN ORDINANCE TO ALLOW A <br />TEMPORARY SIGN TO BE PUT UP ON THE SCHOOL PROPERTY ON HIGHWAY 169 AND <br />SCHOOL STREET WITH THE PERMISSION OF THE SCHOOL DISTRICT AND TO HAVE A <br />SIGN PUT UP ON JACKSON SQUARE LOCATED ON JACKSON AVENUE AND HIGHWAY 10 <br />WITH THE PERMISSION OF THE CHAMBER OF COMMERCE WITH THE STIPULATION <br />THAT THE SIGN DOES NOT BLOCK ANY VISION OR CREATE A TRAFFIC PROBLEM. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />The City Council recessed at 8:17 p.m. and reconvened at 8:25 p.m. <br /> <br />7. <br /> <br />1992 General Fund Budgets/Pub)ic Hearing <br /> <br />Mayor Tralle indicated that a levy and budget public hearing is <br />required by the Truth in Taxation Law and the purpose of the hearing is <br />to receive citizen input on the 1992 Elk River Budget and tax levy. <br />
