Review Snow Plowing- Policy and Routes <br /> <br />Phil Hals, Street/Park Superintendent, reviewed the 1991-92 Snow and <br />Ice Control Policy. He stated that there have been some changes in the <br />snow plowing policy from last year due to the large snowfall events. <br /> <br />COUNCI LMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-75, A RESOLUTION <br />APPROVING THE 1991-92 CITY OF ELK RIVER SNOW AND ICE CONTROL POLICY. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Phil Hals informed the Council that a schedule will be set up for <br />severe storms so that one truck will be available on the swing shift at <br />all times. <br /> <br />5.2. Discussion on Equipment <br /> <br />Phil Hals indicated that the 1992 Budget provides $35,000 from <br />Equipment Certificates for the purchase of a one ton dump truck and a <br />pick up truck. He indicated that after further consideration, he feels <br />the City would be better served by post.poning the pick up t.ruck <br />purchase Ilnd addi ng a 4x4 package and a 9' wi de snow plow t.o the new <br />one ton dump truck. <br /> <br />It was the consensus of the City Council to purchase a one ton dump <br />truck and a 4x4 package and a 9' wide snow plow. <br /> <br />6.1. Site Plan Review Burger King <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that. Burger <br />King is requesting a green house and play room addition to their <br />existing restaurant located at 850 Freeport Avenue. He st.ated that. the <br />proposed addition would be 397 square feet in size. Steve Rohlf <br />informed the Council that staff has reviewed the proposal and felt that <br />it does not. affect the parking or drive sites. <br /> <br />Mary Eberley, Planning Commission Representative, indicated that the <br />Planning Commission recommended approval of the request. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE REQUEST FOR A 397 SQUARE <br />FOOT ADDITION TO THE EXISTING BURGER KING RESTAURANT. COUNCHMEMBER <br />HOLMGREN SECONDED TilE MOTION. THE MOTTON CARRIED 4-0. <br /> <br />6.2. Building- Pllln Review for Elk River Plaza PUD <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that the <br />owners of the Elk River Mall have requested to split one of the mall <br />spaces into two spaces to accommodate an office and a pizza parlor. He <br />indicated that t.he two uses are consistent with the amendments to the <br />PUD agreement. Mary Eberley, Planning Commission Representative, <br />stated that the Planning Commission recommended approval of the request. <br /> <br />Councilmember Schuldt indicatt~d his concern regarding whether or not <br />there was an entrance from the pizza parlor into the mall.
