<br />City Council Minutes <br />December 2, 1991 <br /> <br />Page 4 <br /> <br />. <br /> <br />The City Administrator distributed a 11/27/91 memo from Community <br />Education Director, Charlie Blesener, regarding a 12/5/19 meeting on <br />the proposed Regional Recreation Director. <br /> <br />The City Administrator distributed a memo from the City Engineer <br />regarding the City's request for a quote for the Engineering firm to do <br />a study on the County Ditch #28. The memo indicated that the City <br />Engineer respectfully declines to submit such a proposal. It was the <br />consensus of the City Council to accept the letter and the position of <br />the City Engineering firm. <br /> <br />The City Administrator distributed the attendance sign up sheet from <br />the 11/26/91 informational meeting on the Westwood Improvement <br />Project. The Ci ty Administrator and Councilmembers Kropuenske and <br />Dietz, who where in attendance at this 11/26/91 meeting, provided an <br />update to the City Council on the major themes of the meeting. Toward <br />the end of the 11/26 meeting, it was indicated that if the project is a <br />certainty, then the issue of concern relates to having the project <br />affordable to the residents. <br /> <br />The City Council recessed for 10 minutes. <br /> <br />6. Western Area Phase I Public Improvements <br /> <br />. <br /> <br />The City Engineer, Terry Maurer, reviewed with the City Council the <br />November, 1991, feasibility study for the Phase I improvements into the <br />entire Western Area of the City. It was noted that the project was <br />di vided into two parts with the public improvements required for the <br />City Hall project being referred to as the Phase I improvements and all <br />other components of the study being referred to as Phase I I <br />improvements. <br /> <br />In review of the sanitary sewer element of the project, it was noted <br />that there are three major components of the improvement. One part is <br />the reconstruction of the existing sanitary sewer line from the bridge <br />to the "y" intersection, the second component is the entire trunk line, <br />and the third component is the lift station and force main back into 18 <br />inch line under Main Street. <br /> <br />The water improvement part of the project includes a loop of the water <br />line from Main Street, under the dam bridge, out to the City Hall site, <br />up to Highway 10, and back east along Highway 10 into the existing <br />water system. The expenses for the well and treatment are included <br />within the Phase I project. It was noted that the water tower is not <br />included in Phase It but is necessary for the total development in the <br />western area of the City. <br /> <br />. <br /> <br />Discussion took place regarding the location of the water tower in the <br />southeast corner of the City Hall site. It was stated that it is in <br />the best interest of the City to have a well located near the water <br />tower, but this is not a requirement. Additionally, it was noted that <br />the well location is somewhat of an unknown factor at this time <br />depending upon the quality of the test holes that are to be drilled in <br />order to determine the best site for the well.
