Garbae:e and Refuse Ordinance Amendments <br /> <br />Recycling Coordinator, Gary Schmitz, was present to discuss with the <br />City Council his 11/22/91 memo that reviews recommended changes to the <br />City garbage and refuse ordinance. The proposed amendments would <br />require recycling services to be offered to the apartment complexes. <br />The City would not be involved in the billing for garbage or recycling <br />services to the apartments, but would inspect the activities in order <br />to ensure that recycling options are made available. <br /> <br />Discussion took place regarding the licensing requirements for garbage <br />haulers and the fact that licensing is typical in suburban <br />communities. Adding plastics to the recycling requirements was also <br />reviewed. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT ORDINANCE 91-31, AN ORDINANCE <br />AMENDING CITY CODE SECTION 602.00 - REFUSE AND GARBAGE. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.5. Tax Delinquent Properties <br /> <br />The City Administrator reviewed with the City Council his 11/27/91 memo <br />regarding tax delinquent properties in the City of Elk River. The City <br />Council concurred that there was no desire taking the platted lots in <br />the Hobbit Hills Subdivision off of the tax delinquent role. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO REQUEST THAT THE COUNTY PULL FROM THE <br />TAX FORFEITURE ROLE THE REMAINING SIX PROPERTIES THAT ARE SCHEDULED FOR <br />TAX FORFEITURE PER 11/27/91 MEMO FROM THE CITY ADMINISTRATOR. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />7. <br /> <br />Other Business <br /> <br />Councilmember Kropuenske requested information regarding the <br />snowplowing routes. The City Administrator indicated that Phil Hals, <br />Street Superintendent, will be present at the 12/16/91 City Council <br />meeting to discuss snowplowing routes and policies. <br /> <br />Councilmember Schuldt discussed the material in the <br />Administrator's Informational Memo regarding Municipal Liquor <br />and the fact that in Elk River contributions to the General Fund <br />least as important as the control of the liquor industry. <br /> <br />City <br />Stores <br />are at <br /> <br />8. Check Ree:ister <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE CHECK REGISTER. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />9. <br /> <br />City Administrator Update <br /> <br />The City Administrator advised the City Council that a trial membership <br />with the National League of Cities was available and that he had signed <br />up the City of Elk River for this trial membership. <br />
